I am sure you understand this important in my foreign policy […] you may think of it this way, if anyone cut out a province from Cambodia, we would be angry too. We do not allow them to do so – either to make it a part of another country or to become an independent state. We will not allow that to happen. If we do not agree to it, so does China. To respect the Chinese sovereignty on Taiwan or Tibet is nothing different from respecting Cambodia’s own independence and sovereignty. Cambodia-China Relations – Comprehensive Strategic and Staunch

This (Cambodia-China friendship) has been a policy set out by the King-Father Samdech Preach Norodom Sihanouk.
