To His Excellency, Lok Chumteav – Leaders of National Institutions,
Governors of the Capital and Provinces, and the Armed Forces,

As the floods have occurred in our country and affected some provinces, I would like to ask all the provincial governors to grasp, monitor and resolve in a timely manner in case the floods affect their area of responsibility, particularly, pay attention to rescuing the affected people and property at this stage. (We) must be prepared in term of forces, means and materials for the rescue effort to reach the people. In the event of flooding in the provincial capitals, I would request HE Senior Minister Kun Kim, First Vice-Chairman of the National Committee for Disaster Management to continue monitoring and cooperating with the capital and provincial governors to prepare additional means for emergency relief in case of need.

In the same way, I urge His Excellency the Commander-in-Chief, the Chief Commissioners, Commanders of the National Gendarmerie, the Commander of the Army, Navy, and Air Force, to be prepared to provide the necessary forces and materials for the relief intervention to the people in the flood-affected areas. At the same time, His Excellency Dr. Aun Porn Moniroth, (Deputy Prime Minister and Minister of Economy and Finance) as well as relevant institutions, may prepare the necessary food and equipment to release to the people affected by the flood in case there are requests from the capital and provincial authority. At the same time, the Ministry of Agriculture and relevant institutions have already prepared rice seeds and necessary materials in case of major impact and can lead to rehabilitation as we have experienced before.

You may want to figure out planning a recovery plan if it is absolutely necessary, for instance in the event of crop damage, as we did when we were hit hard by floods a few years ago. Please think and be prepared in advance to be ready to solve any possible problems. May Your Excellencies, Lok Chumteav, accept this principle instruction and get to the organizing implementation in a timely and effective manner. Thank you.
