Welcome Remarks By H.E. TRAM Iv Tek Minister of Posts and Telecommunications at the Opening Ceremony of the 17th ASEAN Telecommunications and IT Ministers Meeting (TELMIN-17)

 Highly Respected His Excellency Bin Chhin, Permanent Deputy Prime Minister, Acting Minister in charge of the office of the council of ministers, Kingdom of Cambodia.

 H.E. Dr. Lim Hon Hin, Deputy Secretary-General of ASEAN,
 Distinguished Delegates, National and International Guests,
 Ladies and Gentlemen!

Taking this auspicious opportunity, on behalf of the Ministry of Posts and Telecommunications of Cambodia, I would like to express my deepest respect and profound gratitude to His Excellency Bin Chhin, Permanent Deputy Prime Minister, Acting Minister in charge of the office of the council of ministers of the Kingdom of Cambodia for sparing your precious time in spite of your busy schedule to preside over the Opening Ceremony of the 17th ASEAN Telecommunications and IT Ministers Meeting (TELMIN-17) and related Meetings on behalf of Samdech Akka Moha Sena Padei Techo HUN SEN, Prime Minister of the Kingdom of Cambodia.

Ten years ago, Siem Reap also was the hosted venue for the 7th version of TELMIN. I truly believe that some of our colleagues and delegates, who are presents today, were also here. At that time, we had committed our discussion, under the theme titled “ICT: Reaching out to the rural area”, on how to enhance the ICT accessibility to the rural area by providing actions and measures to ensure equal and affordable access to ICT services in rural communities and remote areas as well as to promote the social responsibility of relevant ministries, agencies, international organizations, industry players and other relevant stakeholders in an information society.

This year, we set the theme of this meeting to “ICT connectedness and readiness: Toward a Digitally Integrated Community”, because we wish to ensure the smooth transition toward building a digitally-enabled economy by focusing on main and various significant topics in particular in increasing regional connectivity; promoting the use of ICT in the Micro, Small, and Medium Enterprises; nurturing innovation, creativity and entrepreneurship; and improving Information Security and Digital Data Management.
Moreover and precisely, during the 17th TELMIN, the ASEAN Ministers will exchange views on ICT development and discuss report of TELSOM on some items, such as the progress and key achievements of ICT cooperation in 2017, including recommendations from TELSOM meetings, and the finalization of the ASEAN Cyber Security cooperation Strategy; Report of the activities of ASEAN Telecommunications regulators’ Council (ATRC); implementation of 2017 Work Cycle activities and their deliverables; the headline KPIs for measuring the achievements of the ASEAN ICT Master Plan 2020 objectives; and the status of the ASEAN ICT Fund and budget for implementation of AIM 2020.

Furthermore, the ASEAN Ministers will be also interacting with Ministers from Dialogue Partners and the Secretary General of the ITU on the pending issues/agreements in cooperation with external parties, including the proposals and/or wok plans proposed by Dialogue Partners and the ITU.

Finally, on behalf of all delegates, I would like to wish His Excellency, Permanent Deputy Prime Minister of the Kingdom of Cambodia good health and happiness and success in the great mission of Samdech Akka Moha Sena Padei Techo HUN SEN, Prime Minister of the Kingdom of Cambodia, in serving Cambodian people and the nation.
