នារសៀលថ្ងៃទី៥ ខែកុម្ភៈ ឆ្នាំ២០២៦ ឯកឧត្តម ហេង រតនា ប្រតិភូរាជរដ្ឋាភិបាលទទួលបន្ទុកជាអគ្គនាយកស៊ីម៉ាក់ និងលោក Hans Peter Risser ប្រធានអង្គការ NPA ដោយមានការអញ្ជើញចូលរួមជាសាក្សីពីសំណាក់លោកស្រី Kelly Saltzman សហការីផ្នែកនយោបាយ នៃស្ថានទូតសហរដ្ឋអាម៉េរិកប្រចាំនៅកម្ពុជា បានចុះហត្ថលេខាលើកិច្ចព្រមព្រៀងកិច្ចសហប្រតិបត្តិការភាពជាដៃគូរវាង មជ្ឈមណ្ឌលសកម្មភាពកំចាត់មីនកម្ពុជា និងអង្គការ NPA ក្រោមគម្រោង “ការពារអាយុជីវិតនិងឆ្ពោះទៅលុបបំបាត់ផលប៉ះពាល់ដោយសារសំណល់យុទ្ធភណ្ឌសង្គ្រាមនៅកម្ពុជា” តាមរយៈការអនុវត្តគម្រោងកម្មវិធីការស្រាវជ្រាវនិងបោសសម្អាតគ្រាប់បែកចង្កោម ការបោសសម្អាតមីននិងការដោះស្រាយការគំរាមកំហែងដែលនៅសេសសល់សម្រាប់រយៈពេល១៨ខែ ចាប់ពីថ្ងៃទី១ ខែកុម្ភៈ ឆ្នាំ២០២៦ ដល់ថ្ងៃទី៣១ ខែកក្កដា ឆ្នាំ២០២៧ ដែលមានថវិកាគាំទ្រគម្រោងសរុបចំនួន៥លានដុល្លារអាម៉េរិកដែលក្នុងនោះអង្គភាព CMAC បានទទួលថវិកាចំនួន៤លានដុល្លារអាម៉េរិក តាមរយៈអង្គការ NPA និងអង្គការ NPA បានទទួលថវិកាចំនួន១លានដុលា្លរអាម៉េរិក។ គម្រោងនេះជួយគាំទ្រកម្លាំងជំនាញអង្គភាព CMAC ចំនួនប្រមាណជិត ៣០០នាក់ក្នុងកងឯកភាពកំចាត់មីនចំនួន២នៅទិសខេត្តត្បូងឃ្មុំនិងទិសខេត្តឧត្តរមានជ័យដែលទទួលបន្ទុកប្រតិបត្តិការដោយផ្ទាល់។
ឆ្លៀតក្នុងឱកាសនោះ ឯកឧត្តម ហេង រតនា បានថ្លែង អំណរគុណយ៉ាងជ្រាលជ្រៅបំផុតចំពោះសម្តេចធិបតី នាយករដ្ឋមន្រ្តី ដែលបានគាំទ្រគម្រោងដ៏មានសារៈសំខាន់នេះនិងសម្តែងការកោតសរសើរយ៉ាងជ្រាលជ្រៅចំពោះឯកឧត្តម ប្រធានាធិបតី Donald J Trump រដ្ឋាភិបាលនិងប្រជាជនសហរដ្ឋអាម៉េរិក ជាពិសេសអង្គការ NPA ដែលបានបន្តគាំទ្រយ៉ាងសកម្មដល់សកម្មភាពមីននិងការអភិវឌ្ឍន៍នៅកម្ពុជា។ ក្នុងស្មារតីសប្បុរសធម៌ការគាំទ្រដ៏ថ្លៃថ្លានិងការប្តេជ្ញាចិត្តប្រកបដោយឆន្ទៈមោះមុតទាំងនេះ គឺជាកម្លាំងចលករយ៉ាងសំខាន់ដើម្បីឱ្យអង្គភាព CMAC អាចបន្តបេសកកម្មមនុស្សធម៌ដ៏ឧត្តុង្គឧត្តមនេះដើម្បីសង្គ្រោះអាយុជីវិតនិងរួមចំណែកក្នុងការអភិវឌ្ឍជាតិឱ្យកាន់តែរីកចម្រើននិងប្រកបដោយចីរភាព។
សូមជម្រាបថា គម្រោងនេះមានគោលបំណងលុបបំបាត់ហានិភ័យបង្កដោយគ្រាប់មីននិងសំណល់ជាតិផ្ទុះឱ្យមានប្រសិទ្ធភាព ស្តារជីវភាពរស់នៅរបស់ប្រជាជនក្នុងសហគមន៍ដែលរងផលប៉ះពាល់ ជំរុញដល់កំណើនសេដ្ឋកិច្ចនិងលើកកម្ពស់សុខុមាលភាព។
សូមបញ្ជាក់ថា សង្គ្រាមសៀមឈ្លានពានក្នុងឆ្នាំ២០២៥ កន្លងទៅនេះបានបង្កឱ្យមានផលប៉ះពាល់ដល់បូរណភាពទឹកដីកម្ពុជាដោយសារគ្រាប់បែកចង្កោម គ្រាប់បែកទម្លាក់ពីយន្តហោះ/ដ្រូន គ្រាប់អាវុធសារធាតុគីមី និងគ្រាប់យុទ្ធភណ្ឌទូទៅ គំរាមកំហែងសុខសុវត្ថិភាពលេីផ្ទៃដីចំនួនប្រមាណ៤៤១.៥៩៥ហិកតា ក្នុងភូមិសាស្ត្រនៃភូមិចំនួន៣៤០ មានចំនួនជាង ៩១.៤១១គ្រួសារ ស្មេីនឹងមនុស្សរាយជិត៣៦៤,៦៩៤នាក់ ក្នុង៧ខេត្តតាមបណ្តោយព្រំដែនកម្ពុជា-សៀម។ គម្រោងនេះត្រូវអនុវត្តដោយផ្តោតជាសំខាន់នៅខេត្តឧត្តរមានជ័យ ដែលមានផ្ទៃដីសង្ស័យរងផលប៉ះពាល់ចំនួន៤០.៤០០ហិកតា ស្ថិតក្នុងភូមិចំនួន១៤៥។ ទន្ទឹមនឹងជំនួយនេះ រដ្ឋាភិបាលសហរដ្ឋអាមេរិកក៏បានផ្តល់ការគាំទ្រលេីការងារសម្ភារបច្ចេកទេសនិងពង្រឹងសមត្ថភាពធនធានមនុស្សផងដែរ។
Today, 5 February 2026, at CMAC’s headquarters, Mr. Hans Peter Risser, the Resident Representative of Norwegian People’s Aid (NPA) in Cambodia, and I formally signed a new partnership agreement. This agreement aims to strengthen humanitarian mine action efforts and support Cambodia’s progress toward becoming a mine-free country.
The agreement facilitates a joint project between NPA and CMAC to advance peace and security through the survey and clearance of landmines, cluster munitions, and other explosive remnants of war (ERW) in Cambodia. The project is funded through a $5,000,000 award from the U.S. Department of State to NPA. From this total, $4,000,000 is granted to CMAC for operational activities, while $1,000,000 is allocated to NPA for key initiatives such as capacity building, Explosive Ordnance Risk Education (EORE), and project management. Activities include comprehensive land release of cluster munition remnants, improved nationwide response to explosive hazards, and the clearance of landmines and unexploded ordnance (UXO) along the Cambodian-Thai border.
It is vital to note that, in addition to existing contamination, Cambodia remains heavily affected by cluster bombs, chemical substances, and various UXO. An estimated 441,595 hectares across 340 villages remain contaminated. This spans seven provinces: Preah Vihear, Oddar Meanchey, Battambang, Pursat, Koh Kong, and Siem Reap. In Oddar Meanchey province alone, the affected area totals 40,471 hectares across 145 villages.
NPA has been a longstanding partner of CMAC since 1992. This enduring collaboration has contributed significantly to reducing explosive threats, restoring land for productive use, and enhancing national mine action capacity. Through this continued partnership, NPA and CMAC remain committed to improving the safety and well-being of communities across the country.
