Via Video Conference, 06 July 2021
(5 minutes)
Excellency Xi Jinping, General Secretary of the Communist Party of China and the President of the People’s Republic of China,
Excellencies, Leaders and Representatives of All Political Parties,
Excellencies, Ladies and Gentlemen!
First and foremost, I would like to express my sincere congratulations to the Communist Party of China (CPC) and the Chinese people on this monumental occasion of the centenary of the founding of the CPC and the successful achievement of the first centenary goal of building a prosperous socio-economy in all aspects for the Chinese People as well as the People’s Republic of China.
I would also like to take this opportunity to express my deep appreciation to His Excellency Xi Jinping, the General Secretary of the CPC and the President of the People’s Republic of China, for initiating and hosting the Leaders Summit between the CPC and global political parties under the theme of “For the People’s Wellbeing: Responsibility of Political Parties”. This Summit is paramount in strengthening intimacy, solidarity, and cooperation among global political parties at the time that we are all facing the Covid-19 pandemic.
Clearly, the People’s Republic of China has shown to the world the resounding success of the Chinese people in determining the fate of their country, by promoting development in all aspects of the socio-economy, especially in the field of modern technology and transforming China into a global power. Maintaining political stability and placing the happiness, prosperity and well-being of the people at the heart of major political decisions of the CPC is a good example for other world political parties to learn from. In this sense, as the President of the Cambodian People’s Party, which has led and built the country from scratch, I can clearly understand the struggles, sacrifices and hard works of the Chinese people and the CPC.
Excellencies, Ladies and Gentlemen!
The outbreak of Covid-19 is a historic event that requires all countries as well as political parties around the world to unite as one for the cause of humanity. In this spirit, I would like to share some views on the role of political parties in responding to this global crisis for the purpose of promoting the happiness, prosperity and well-being of the people as follows:
First: uphold the lives and interests of the people and international solidarity and cooperation with strict respect for the sovereignty and independence of each nation. In this sense, all political parties, regardless of tendency, must prioritize the interests of the nation and the people, never compromising with the short-term political agenda of ruthless struggle for power without regards for peace, stability, national sovereignty and the well-being of the people. In these extremely challenging circumstances, political parties should take high responsibility for the nation and its people, stop the culture and behavior of jealousy, wariness, and baseless accusations and criticism, and replace with constructive attitude and the spirit of cooperation in solving the challenges of humanity and the people, both within the global framework as well as within individual country.
Second: Unite to save human lives by successfully fighting against Covid-19. A key to this objective is the sharing of vaccines and recognizing vaccines as a public good, by adhering to the principles of “Vaccine Multilateralism” in the process of production, distribution and consumption. In this regard, I would like to express my deep gratitude to the People’s Republic of China for its vigorous support for Cambodia through the provision of assistances, both technical and material, and especially the generous support in the form of Covid-19 vaccines, as well as facilitating and prioritizing Cambodia for all vaccine orders in the spirit of unconditional friendship and solidarity, as a slogan says: “A friend in need is a friend indeed.”
Third: Consideration surrounding socio-economic recovery is an indispensable task, as the Covid-19 crisis subsides in the near future. This will require the promotion of various bilateral and multilateral mechanisms, such as the Belt and Road Initiative, which is a crucial win-win development strategy for socio-economic development and prosperity of countries in the region and around the world through promoting trade and investment. Taking this opportunity, I strongly wish to voice my support again for the “Belt and Road Initiative” which will bring prosperity and happiness to the people in the countries and regions under the scope of this initiative, in the context of socio-economic recovery after the Covid-19 crisis subsides.
Finally, I would like to once again congratulate the CPC and the people of China on this historic achievement of the centenary of the founding of the CPC. I wish Excellencies, Ladies and Gentlemen, good health and success in all your endeavours.
Thank you!
