Phnom Penh, December 18, 2019 –Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen has expressed his hope that in the next commune/Sangkat council election, there will be more candidates with high educational background for a better sub-national administration.
Current researches show that at the district level, about 90 percent of the staff holds higher education certificates, and up to 100 percent at the provincial level, therefore some of them can run for the next commune/Sangkat chiefs, underlined the Premier at the graduation ceremony of Western University here this morning.
Samdech Techo Hun Sen continued that better salary of the commune/Sangkat chiefs along with the increase in budget allocation to the sub-national level, the commune/Sangkat chiefs are required to have high capacity to effectively handle the duties.
At the same time, Samdech Techo Prime Minister urged all ministries and institutions to delegate power to sub-national administrations.
