On the morning of 5 August 2026, Samdech Moha Borvor Thipadei HUN Manet, Prime Minister of the Kingdom of Cambodia, received a courtesy call from delegation of ASEAN Heads of Civil Service, led by H.E. Dr. Zudan Arif Fakrulloh, Chairman of National Civil Service Agency of the Republic of Indonesia, in Siem Reap Province.
During the meeting, the Head of Delegation congratulated and expressed his appreciation to the Royal Government of Cambodia for the successful hosting of the Heads of Civil Service Meetings for the 23rd ASEAN Cooperation on Civil Service Matters (ACCSM) and the 8th ASEAN Plus Three Cooperation on Civil Service Matters (ACCSM+3). He also highly valued Cambodia for selecting the theme “Innovation for Better Service Delivery”, which reflects ASEAN’s shared commitment to exchanging best practices in building a public service that is responsive, efficient, and people-centred. Furthermore, he reaffirmed the delegation’s readiness to continue working closely with Cambodia and the other ASEAN Member States for the benefit of the peoples of the region.
In response, Samdech Thipadei welcomed and thanked the Head of Delegation, as well as the ASEAN and ASEAN Plus Three delegates, for participating in these important civil service meetings. He noted that their presence reflects the strong will and commitment of ASEAN Member States to further strengthening and advancing the ASEAN civil service sector. Samdech Thipadei also recalled the development of the public service sector and Cambodia’s civil service reform process, which focuses on strengthening institutions and promoting innovation to better respond to citizens’ needs for public services. He emphasised that these reforms are aimed at fostering accountability and transparency, while integrating technology to streamline procedures, reduce bureaucracy, and improve the delivery of public services.
Before concluding the meeting, Samdech Thipadei expressed his confidence that the meetings would achieve fruitful outcomes through the exchange of best practices and the further strengthening of civil service cooperation among ASEAN and ASEAN Plus Three Member States.
