Phnom Penh, May 22, 2026 -Ambassador Keo Chhea, Permanent Representative of Cambodia to the United Nations, addressed the United Nations Security Council Open Debate on “Protecting Civilians in Armed Conflict” at the UN Headquarters in New York on May 21.
The debate was hosted by the Permanent Mission of the People’s Republic of China in its capacity as President of the UN Security Council for May 2026.
In his statement, Ambassador Keo Chhea underlined the principles and importance of respecting international humanitarian law (IHL) and protecting civilians in all armed conflicts.
He also apprised the United Nations Security Council Open Debate of violations of IHL which continue to occur across many regions, including in Southeast Asia.
Referring to Cambodia’s situation, the Ambassador stressed that the unprovoked acts of aggression in July and December 2025 resulted in significant humanitarian consequences in the country.
According to the statement, more than 649,000 civilians were displaced, while numerous homes and properties were destroyed during the incidents.
Ambassador Keo Chhea further noted that the Preah Vihear Temple, a UNESCO World Heritage Site, sustained extensive damage as a result of the attacks. -AKP-
