H.E. Lieutenant General Maly Socheata, Spokeswoman of the Ministry of National Defence of the Kingdom of Cambodia, wishes to inform the public as well as members of national and international media as follows:
On Wednesday, 29 April 2026, at 10:20AM, the Ministry of National Defence of the Kingdom of Cambodia has facilitated the Second Annual Tour of 2026 for the Military Attachés Corps in Phnom Penh (MACPP) to conduct an observstion at the O’Smach International Border Checkpoint in Oddar Meanchey Province, following the implementation of the Ceasefire Agreement.
It should be further emphasized that the Secretariat of the Regional Border Committee (RBC) of Cambodia’s Military Region 4 had issued an official notification to the Secretariat of the RBC of the Thai 2nd Army Area prior to the commencement of the 2026 second annual visit by the Military Attaché Corps to Phnom Penh (MACPP). The activities of the Military Attaché Corps to Phnom Penh (MACPP) in the Kingdom of Cambodia reflect a high level of commitment to security and peace—not only between the respective nations but for the region and the world at large.
Regrettably, during the actual on-site observation and inspection, there were five instances of gunfire initiated by Thai military forces between 10:35 AM and 11:09 AM. A total of nine rounds were fired, consisting of both M79 and M16 weapon types.
Cambodian forces will continue to monitor closely and remain vigilant in fulfilling their role of firmly protecting Cambodia’s territorial integrity and the people. It should be noted that this incident is contrary to the spirit of the ceasefire and the agreements established by both sides to reduce tensions and promote peace, security, and tranquility along the border.
As a law-abiding and responsible state, Cambodia adheres to the peaceful resolution of disputes. Achieving lasting peace between our two countries—which contributes to the peace, stability, and unity of ASEAN—requires genuine commitment and full respect for international law, the ASEAN Charter, and all existing treaties and agreements that bind us.
The Ministry of National Defence of Cambodia reaffirm our firm, sincere, and unwavering commitment to fully and faithfully respect and implement the Joint Statement of the Third Special Meeting of the Cambodia–Thailand General Border Committee (GBC) on December 27, 2025, the Joint Declaration on the Peace Agreement between Cambodia and Thailand on October 26, 2025, and all other relevant agreements aims to find a peaceful, just, and lasting solution in accordance with international law, as well as existing treaties and agreements between the two countries.
