Statement by General Nhiek Bun Chhay, Former leaders of the Cambodian National Liberation Movement along the Cambodian-Thai border

I would like to inform national and international public, as well as all Cambodian compatriots in the country and abroad, as follows:

I know the exact location of the Khmer-Thai border posts, from post number 41 in Chamkar Kor village to post number 49 near Poipet Bridge, and several other posts, as follows:

1-On 1 January 1979, I led twelve Cambodian compatriots fleeing the genocide to settle in refugee camps in Aranyaprathet District, where we set up camp in front of the Thai village of Nong Mak Mon, near border post no. 43, to establish a national liberation military base. We invited Mr. Kong Silas, a former naval officer during the Khmer Republic era, from France, to lead the national liberation movement.

2-On May 5, 1979, Mr. Kong Silas and I brought 300 military personnel to establish another national liberation base in front of the Thai village of Nong Samit, west of the Stok kok Temple, near the border post no. 42. This base is called the new camp, or Camp 007, or Ritthi Sen Camp.

3- On June 27, 1979, Mr. Kong Silas and I brought 450 military personnel to establish another national liberation base in front of the Thai village of Kok Sung, located between border post no. 42 and 43, called Kok Soung Camp.

The Thai military fired several artillery shells at the Kok Soung base, killing about 60 people and injuring hundreds who had come to wait for the delivery of rice and supplies from the International Organization (UN).

4- On August 8, 1979, I and Mr. Kong Silas brought 500 military personnel to establish another national liberation base in front of Nong Chan village. I deployed military forces along the eastern bank of the O Russey River in this district. And I took Mr. Kong Silas to set up camp at Toul Prey Preah Kdao, which is about 2 kilometers away from O’Russey srok, deep into Cambodian territory.

5- The Thai military has dug dams and canals along the Cambodian-Thai border from border posts no. 41 to 49. From my own observations, the Cambodian-Thai border issue in these areas has some irregularities, in which Thailand has violated Cambodia’s territorial integrity. I hope that this issue, the Cambodian-Thailand Border Committee at all levels, RBC, GBC, JBC, can resolve and provide justice to Cambodia and our Cambodian people in the future.

6- On January 31, 1983, I, Nhek Bun Chhay, led 800 soldiers to set up camp at the Tatum base near border posts no. 7, no. 8, and no. 9, and I knew these border posts very clearly. I, Nhek Bunchhai, also know clearly the border posts no. 12, 13, and 14 at the O Smach base, as well as the border posts no. 21, which is located near the Ta Krabey Temple, and the border post no. 22, located near the Samdech Preah Palace.

As mentioned above, regarding the above-mentioned border posts, I, Nhek Bunchhai, can help provide suggestions to the Cambodian-Thailand Border Committee, RBC, GBC, JBC, to protect the territorial integrity of our Cambodia at all times.

7- According to my observations, from the beginning, the Thai military has violated Cambodian territorial integrity by using a 1/50,000 scale map drawn unilaterally to seize Cambodian territory in many places along the Cambodian-Thai border, continuously up to the present day.

To protect the territorial integrity and property of our people from the illegal encroachment of the Thai military, I appeal to our Cambodian compatriots both at home and abroad as follows:

1- Unite in solidarity to support the Royal Government of the Kingdom of Cambodia, led by Samdech Moha Borvor Thipadei Hun Manet, Prime Minister, to forge against the military aggression in violating the territorial integrity of our Cambodia.

2- I strongly appeal to all friends who have lived and participated with me in the National Liberation Movement, whether they are currently living in the country or have settled abroad, who have witnessed and known the locations they once stood in the past, please come to cooperate by providing information and relevant documents, if you still have them or have personal photos taken next to the border posts as mentioned above, in order to contribute as additional strong evidence.

3- I call upon our compatriots both at home and abroad, to offer support for our troops stationed at various bases along the Cambodian-Thai border in every way possible to defeat the invaders of our land.
