First and foremost, I would like to express my sincere gratitude and appreciation to the Board of Governors of the Capital and Provinces, particularly the Armed Forces, encompassing both the police and the gendarmerie, for their commendable efforts in combating hooliganism and the menace of samurai sword-wielding individuals who pose a significant threat to public safety and societal well-being. While some continues to exhibit this behavior, there has been a noticeable decline. Please continue to take actions, like the simmering rain, and press on them to maintain security and order for the people.

At the same time, another type of hooliganism – motorcycle wheelie in public – has taken place.Historically, provincial authorities have enacted numerous administrative measures, as observed through social media and television; however, their efficacy remains constrained. To enhance the efficacy of curbing motorcycle wheelie in public areas, I request that the relevant authorities, particularly law enforcement agencies, consider implementing stricter administrative measures.

I propose that for the first offense, the person should have the motorcycle confiscated for a period of three months. In the event that the individual continues to engage in this illegal behavior and does not demonstrate remorse or takes step to rectify their actions, the confiscation period should be extended to six months for the second offense. Our authorities must exercise due diligence in safeguarding the confiscated property, specifically the motorcycle. A letter of guarantee should be issued, and the motorcycle should be returned to the individual and their family upon the conclusion of the administrative disciplinary proceedings.

In reference to the recently implemented measure, I anticipate its effectiveness in addressing the issue of motorcycle wheelies within our local community. Engaging in such activities poses significant risks and may result in temporary suspension of riding privileges. Consequently, individuals are strongly advised to refrain from performing motorcycle wheelies at this time.

Secondly, minimizing motorcycle wheelies will not only contribute to preserving public order but also mitigate the potential risks of accidents for both other road users and the motorcycle riders themselves. Previously, there have been instances of motorbike accidents resulting in fatalities and self-inflicted injuries, including loss of life.

I kindly request that parents or guardians demonstrate understanding when authorities implement this measure on their children, resulting in the confiscation of the motorcycle for a period of three or six months, depending on whether it is the first or second offense. As a concerned individual, I urge that guardians and parents take proactive measures to educate their children and relatives about the potential risks associated with motorcycle wheelie. It is crucial to emphasize the importance of safety and responsible behavior to prevent accidents and disruptions to public order.

I kindly request that His Excellency and Lok Chumteav, Governor of the Capital, and Provincial Governors assign these tasks to the Capital, Provincial, and Provincial Police Commissioners to rigorously enforce this directive to deter motorcycle wheelie hooligans within their jurisdictions.
