The newly accredited French Ambassador to Cambodia, Olivier Richard, has reaffirmed his commitment to strengthening the long-standing ties of friendship and cooperation between France and Cambodia, as the two nations work towards establishing a strategic partnership.
Ambassador Richard presented his credentials to King Norodom Sihamoni at the Royal Palace on Wednesday. On the occasion, he expressed his joy at beginning his diplomatic mission in Cambodia and “reaffirmed his commitment to deepening bilateral ties,” according to the French Embassy.
The letter of credence is an official document signed by the French Republic President and presented to the Head of State of the host country, marking the official start of an Ambassador’s mission.
He replaced Ambassador Jacques Pellet.
Ambassador Richard, has extensive diplomatic experience, having served as Deputy Director General for Global Affairs and Cultural and Economic Diplomacy at the French Ministry for Europe and Foreign Affairs (2022–2025), and previously as Ambassador to Myanmar (2015–2018) and to Zambia and Malawi (2010–2011).
His career spans senior roles in Asia, including Deputy Head of Mission in Beijing (2018–2022), Director of the French Office in Taipei (2011–2015), and multiple postings in China and Pakistan.
He also held leadership positions in France’s development and international cooperation agencies, managing programmes in China and Niger, and overseeing financial and budget affairs for the Ministry of Foreign Affairs.
France and Cambodia have outlined a comprehensive roadmap aimed at enhancing bilateral relations, with the goal of establishing a strategic partnership by 2026.
Cambodia is also set to host its first state visit by a French president in more than 30 years, coinciding with the 20th Francophonie Summit in Siem Reap.
The summit is expected to be the largest diplomatic gathering in the country’s history.
French President Emmanuel Macron’s visit is highly anticipated as both nations work to strengthen cooperation through the roadmap adopted last year.
During Bastille Day celebrations at the French Ambassador’s residence last month, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhonn said the visit highlights the deep historical ties and collaborative efforts between the two nations across political, economic, and cultural spheres.
