1. The massive scale of flood impacted seven provinces/cities, and affecting approximately 120,000 families
Honorable Excellencies, Lok Chumteav, members of the presiding committee, leaders, members of the National Assembly and the Royal Government, task force leaders, the National Committee for Disaster Management, authorities at all levels, Royal Government working groups deployed to assist all communes, districts, and provinces present here, and to all the grandparents, uncles, aunts, brothers, and sisters who have traveled here from 11 of the 14 districts and cities in Battambang province—representing more than ten thousand families.
First of all, I thank you very much for organizing and facilitating today’s event, as well as for coordinating the transportation for our citizens here in Battambang province. Nationwide this year, we have experienced seasonal flooding stemming from two concurrent challenges: heavy rainfall and rising river levels occurring at the same time. The massive scale of the waters has impacted seven provinces and cities, affecting approximately 120,000 families. Today, we have ten thousand families present here in Battambang province. The largest share of those affected nationwide is right here in Battambang, with over 60,000 families impacted out of the total 120,000—representing more than 50 percent of the total flood impact nationwide.
(2) During challenging times, the Royal Government never abandon its citizens
I also want to thank the elderly grandparents, uncles, and aunts who complimented me when I walked in, saying that I look handsome and young. Today, my press photographer, Mr. Srun, did a rather good job—he said I don’t look wrinkled. The other day when I went down to meet with war-displaced residents, someone mentioned that I looked wrinkled on television. But today, no wrinkles. Thank you very much. Thank you, grandmother/grandfather. Just joking.
Many of you have traveled here since the very early hours of the morning. Most of you probably didn’t get any sleep, as some departed as early as midnight last night. When we arrived at this venue earlier this morning, it looked like it was about to rain. I received reports that it was only raining lightly, but when I asked the grandparents, they told me it wasn’t just light rain—it poured heavily last night. Fortunately, the weather has been favorable, allowing our program to proceed smoothly without rain, and it remains cool, which will make your journey back home comfortable.
What is most important today is to demonstrate the care, solidarity, and unity between our citizens and all levels of the Royal Government during these challenging times. The Royal Government will never abandon its citizens. During this past year, we can say that the people living along the Cambodia-Thailand border have suffered consecutive hardships. It began with the border closure, followed by the border aggression war, and up until the current floods.
(3) “The arrival of floods is better than the artillery shells … when the war ends, explosive remnants and a difficult economic and livelihood situation remains”
Nevertheless, I would like to express my high praise and gratitude for the resilience of our citizens. I have come here to meet with the people [affected by the floods]. I also went down to meet with the citizens of Banteay Meanchey and Poipet the other day who were [affected by] the flooding. Even though they have gone through war and recent artillery shelling, and despite the flood disaster causing damage to their homes and crops, our citizens of all ages maintain a strong spirit. We face these difficulties. This is the crucial point. We did not want these anomalies to happen, but they have already occurred.
Unfortunately, a number of our citizens have suffered and have not yet been able to recover due to the war. Some even lost their lives or became disabled due to the conflict during this past year. I am not speaking about the war we passed through that tore us apart for decades in our 500-year history. Even recently, there was [war] again. However, an elderly aunt in Banteay Meanchey whom I went to meet at Stung Bot said, “The arrival of floods is better than the arrival of artillery shells. When artillery shells pour in, it destroys our stability. When the war ends, explosive remnants remain, and when the war ends, a [difficult] economic and livelihood situation remains.”
(4) “During the artillery shelling, during the floods, and during the recovery phase … the faces of the village/commune chiefs, district/provincial governors are seen”
No matter the circumstance—whether war, floods, or the droughts of previous years—you, grandparents, uncles, aunts, brothers, and sisters, always see the presence of the Royal Government. And it is not just me; most of them are the ones right there on the frontline, namely the local authorities. Of course, nothing is absolutely perfect. We see on Facebook and elsewhere times when things are written incorrectly, or certain instances of passivity that we must adjust and correct. However, whenever a problem arises, whose face do you see first? The village chiefs, commune chiefs, district governors, and provincial governors.
Their faces are seen during the artillery shelling, during the floods, and during the recovery phase. This reflects the spirit of responsibility of the Royal Government—as we always say, no matter the circumstance, we stay together and never abandon our citizens. When times are easy, we strive to increase opportunities for a better livelihood, maintain public order, and protect security. During the most difficult and dangerous times, the government is present through our local authorities and armed forces. The army, the gendarmerie, the police, the village guards, and various volunteer youth forces go out to help.
(5) Cannot negotiate with nature but what we can do is take immediate actions to help …
This is no laughing matter. I have come to Battambang province, which is an affected province. To be sure, Battambang province is not exactly like Banteay Meanchey, Oddar Meanchey, or Preah Vihear, which suffered severely from the earlier war, but Battambang still has Kamrieng and Phnom Proek, and we have witnessed the past bombings there as well. Now, we are faced with flooding. We cannot stop the heavens. If anyone is capable of negotiating with the angels, I will gladly appoint them as a special envoy to negotiate so that we never have floods again, or to prevent droughts during the dry season. But we cannot negotiate with nature. What we can do is take immediate action to help the people. Firstly, saving lives. Whether it is artillery shelling or floods—whether the water arrives slowly or rapidly—we must evacuate our citizens to safe high ground. Unfortunately, this year in Battambang province, eight people lost their lives due to the floods, either by drowning or, in some places, through electrocution when the water rose. I would like to express my deepest condolences to the families of the deceased.
(6) Bringing ten of thousands to safe havens, maintaining health, and stabilizing livelihoods
Nonetheless, we have successfully saved the lives of tens of thousands of our citizens and thousands of families by bringing them to safe havens, and maintaining their health and well-being while they reside at these safe areas (, secondly). This applies whether they are being evacuated from active conflict or displaced by flooding. The third stage is recovery, which includes stabilizing livelihoods. We cannot speak about recovery, grandparents, uncles, and aunts, if we haven’t stopped shooting at each other or if the water has not completely receded. We cannot speak about recovery if the water is still up to our knees, making it impossible to plow or replant. How can we recover if artillery shells are still falling and the fighting continues?
Therefore, maintaining stability and peace, and resolving issues through peaceful means, is the best path forward. I believe that citizens everywhere, especially those living along the border in Kamrieng and Phnom Proek, [have truly faced immense hardships]. I followed the situation daily when the fighting broke out—tracking where the artillery shells landed in Kamrieng, such as Phnom Trangol, Phnom Chhat, and several other hills in that area. This is not the Phnom Chhat location designated for veterans; there is another Phnom Chhat where shells landed, forcing a withdrawal. We must prevent this from happening there again. In Banteay Meanchey, we already know that it was the hardest-hit province. Therefore, we must do whatever it takes to find solutions and maintain stability.
(7) “Negotiating an end to a war is done to prevent it from erupting again … No country can use war to end war without negotiating to find a mutual solution”
Floods are much the same. This year, we have strived to construct many canals. Now, we must build additional water storage systems and more dams to find solutions. In Banteay Meanchey province, a canal system was constructed [to alleviate] incoming floods. [An official] telephoned me to boast that no matter how the water surged, it would not flood. In the end, when the rain came, it flooded. They didn’t telephone to inform me when it flooded; they only boasted after completing the construction. However, we are also taking this opportunity to review the situation. I will speak about this shortly regarding the recovery process. Right now, there are damaged roads, damaged rice fields and plantations, and there are areas we must study to build and prevent occurrences in the future. Negotiating an end to a war is done to prevent it from erupting again. We must strive to find peaceful, calculated solutions through legal pathways that ensure stability; no one uses war to end war. No country can use war to end war without negotiating to find a mutual solution.
(8) “We do not resolve things through war, we resolve them through diplomatic and legal battlefield first, because lives of citizens and soldiers are precious …”
Ukraine and Russia have been fighting for three years. Millions of citizens have died. It is not over yet. Right now, they are still searching for more ammunition to fight each other. For Cambodia, let whoever call us cowards say what they want, but we do not [resolve things through war]. We confront the challenges directly without running away, but we resolve them through the diplomatic battlefield and the legal battlefield first, because the lives of our citizens are precious, and the lives of our soldiers are precious. The heroes of our military, our national police, and our gendarmerie have marched out to fight to defend our territory, but we also seek solutions that do not require going to war.
This is because war does not just affect the military; it impacts the entire economy of the people living along the border. Once fighting breaks out, the border closes. Once fighting breaks out, it strikes home. When the fighting stops, unexploded ordnance remains… and there is no longer any certainty because no one knows which day it will erupt again. People end up focusing only on building their own defensive bunkers, on both their side and ours… Each household in Battambang is probably just like those in Banteay Meanchey and Oddar Meanchey—all having their power tillers loaded with belongings, ready to flee. Having fought twice already, they haven’t unpacked yet, standing ready without knowing what day it will happen again. This represents a lack of trust and an uncertainty about the future.
(9) “If we can avoid killing each other while still successfully defending our territory without abandoning our land, as leaders, we must absolutely do it …”
The ultimate issue revolves around the citizens […] If I wanted to act like a brave hero, I would decide to fight. But it wouldn’t be me dying. Right now in Ukraine and Russia, it is not the leaders of the countries who are dying, but the soldiers and the citizens. The other day, I went to meet with the families of veterans at Ta Keung Baitong. A husband had just passed away. Now, three or four of the children have entered the military to continue his legacy. They are brave. The elderly aunt said that despite being wounded during his first battle, her husband said he wouldn’t stop—he had to stay to defend the territory. He sacrificed his life, and now the children have enlisted. I told them that as a leader, if we can avoid killing each other while still successfully defending our territory without abandoning our land, we must absolutely do it.
The people of Battambang, those on the frontline of the war, [need] stability. If we do not have people, we cannot talk about agriculture; the land would be left abandoned and the citizens would flee the conflict. Therefore, guaranteeing this kind of stability is what we must continue to do. We already have the hard titles [land titles]. Resolving things through legal channels simply requires time, that is all. I ask for our citizens’ understanding. Wanting things to finish quickly is good if it can be achieved. However, if it finishes quickly but doesn’t truly end, versus taking a little longer but completely resolving it, I would rather it take a little longer so that it is finished, settled, and completely done once and for all. Let it not be a situation where it ends only to erupt again.
(10) When the water settles, find ways to drain it in the future by constructing canals and other infrastructures
From the very beginning, Samdech Techo [Hun Sen] has understood this very clearly. Just a moment ago, I met a disabled veteran—an uncle who understands very well that “no war can end war”; there is only fighting and taking revenge back and forth without end. We have already seen this from global experiences. This is the crucial goal for us: to give ourselves room to breathe. Returning to the issue of flooding, it is the same: let the water settle, find ways to drain it, and in the future, prevent it by constructing canals and other infrastructure. However, for the immediate situation, we must solve it. For our brothers and sisters who suffered from the floods, it is now time for the recovery phase in the areas where it is possible […]
I would also like to express my thanks once again to all stakeholders involved: first and foremost, the provincial, district, city, commune, quarter, and village authorities; the village guards; the local armed forces; and the specialized departments—the Department of Agriculture, the Department of Water Resources, the Department of Public Works, Rural Development, all departments, the Department of Health, healthcare personnel, and all volunteer entities who participated in rescuing our citizens.
Thank you to the National Committee for Disaster Management, and thank you to the Food Security Committee. On the day I came down here, I brought the officials in charge of food supplies along with me directly so it would be easy to distribute. The province has already taken charge of its responsibilities. The national working groups deployed to assist the affected capitals and provinces have consistently made efforts to stay actively engaged on the ground. The provinces have strived, charitable donors have strived, and the Red Cross has also stepped in to help. The Royal Government must continue to help one another. This is the true spirit of national solidarity and unity during difficult times.
(11) “Facing war, floods and an economic situation crippled by a long-term border closure, yet our people have been able to keep moving forward”
Grandfathers, grandmothers, uncles, aunts, brothers, and sisters, please rest assured that whenever there are hardships, all levels of the Royal Government will never be absent—whether it is the local authorities, the committees, the specialized ministries, or the working groups deployed to support you. We will always be present. You, uncles, grandfathers, and grandmothers, have already witnessed this, and it will continue forward. Please have trust. [We will help each other] hand in hand. Even if there are no immediate relief supplies available yet, just seeing the security forces arriving with boats nearby probably brings peace of mind already. Isn’t that right? Because you don’t know when the water will rise, but you know someone has already arrived. At the very least, someone is there to transport me to a safe haven.
Expand rapidly, implement rapidly, and continue forward under all circumstances. Saying this is based on what? It is based on the actual reality of how we resolve challenges. We have been solving problems for 40 years now since the liberation, but we can look at a concrete example from this past year. During these most difficult circumstances, we can consider it a hardship we have not confronted in more than 30 years—namely, a war of this scale, reaching deep into our territory like this, between nation and nation. Previously, we had an internal civil war, but now it is between nation and nation. We faced floods and an economic situation crippled by a long-term border closure, yet we were able to keep moving forward. Thank you once again for the resilience of our citizens and the struggle of our people, who face hardships but do not succumb. We do not abandon hope either; after facing hardships, we rise back up.
(12) After fully resolving the border issues, continue to build and expand communities of Srah Keo Baitong, Ta Keung Baitong, and the Village in Waiting
I went to Oddar Meanchey and met the grandfathers and grandmothers at Srah Keo. Now, we have designated Srah Keo as a site of remembrance. I went to Ta Keung Baitong, and now we have designated Ta Keung Baitong as a site of remembrance. What do we remember about these villages? We remember the hardships of war so that we can avoid it at all costs, and we remember the resilience of our citizens who, no matter how difficult it gets, can still build a village. For these villages, even after we fully resolve the border issues in the future and citizens return to their original lands, these places will remain established villages because a portion of the land has been handed over to them, and they will continue to build and expand these communities further. I still owe a visit to Rong Cham village in Banteay Meanchey. I am indebted there as I have not been able to visit yet.
However, Samdech Techo has already been there, and many of our senior dignitaries have visited Rong Cham village as well. I have personally visited those other two places. One day, I will go to Rong Cham too. When I was looking through messages, a sister mentioned that while I had already visited Oddar Meanchey and Preah Vihear, Rong Cham was still waiting for me. I will eventually go. I will go without making an announcement. I will visit quietly so as not to cause a disturbance. I see that in some areas, residents have only moved in for about 3 months, yet our brothers and sisters are working industriously to rebuild their livelihoods. They are growing vegetables, raising livestock, and building up the economy, with some opening grocery stores and small shops all over the area. This is the strong point of our citizens that we must continue to support.
(13) Providing crop and rice seed varieties, emergency food resources and closely monitoring water usage and meticulously manage water resources
Coming down to meet you all today, I do not have much more to say, nor will I speak for long, because the elderly grandparents have been awake since midnight and must travel back. By the time you return, you might have already missed lunchtime, especially those who live far away where some roads are cut off. Regarding recovery and restoring livelihoods, the Ministry of Agriculture, Forestry, and Fisheries stands ready to look into providing crop seeds, rice seed varieties, and other forms of assistance wherever restoration is possible. In areas where the water has not yet receded but we can provide help, we will supply reserved emergency food resources. The Ministry of Agriculture and the Ministry of Water Resources must look into this together.
Just a moment ago, an uncle from one of the districts remarked, “In the dry season there is no water, but when the water does come, it is too much.” From this point forward, we must be careful about facing a lack of water once again. Globally, preparations are currently underway [to confront] the El Niño phenomenon. We must closely monitor water usage and meticulously manage our water resources. We must use and manage it in a way that prevents us from having an abundance of water now, only to lose it all at the end of the season. We must look into it accordingly. Before the waters rose and flooded, we were suffering from El Niño, and a number of our reservoirs were almost completely depleted. However, when the rainfall and floodwaters arrived, millions of cubic meters filled them back up within just a few days, allowing us to store it. So, as the saying goes, every cloud has a silver lining. If we had just waited for regular rain to fill those reservoirs, it wouldn’t have been easy. But this time, it overflowed. Yet, it is fine.
(14) Rural Development and Public Works shall look into roads restorations, improvement of drainage pipes and water outlets
Secondly, regarding road restoration, I ask the Ministry of Rural Development and the Ministry of Public Works to look into it. In particular, use this exact experience as a lesson… meaning we must study the drainage pipe systems. For rural roads, how many decimeters wide are the drainage pipes we install? (A representative responds: The drainage pipes vary by size, with some locations using 8 decimeters …) In some places, our evaluations were inaccurate because they relied strictly on past studies. This was a massive flood, so if we are going to build, let’s build to withstand a massive flood. This is because our technical standards sometimes only determine a pipe size based on the moderate water levels of regular years, so we install a pipe of that specific diameter.
This time around, we have learned that the volume is huge; it has reached the maximum level we could expect. Wherever we can adjust and install larger drainage pipes, do it, so that we don’t face hardships again in the future. Use this difficult occasion to observe: what exactly caused this flooding? What can we do to prevent it? This is just like the study we conducted down in Banteay Meanchey. The canal was already built, but water coming from O’Chrov still caused flooding. Upon thorough inspection, we found that there were only a few kilometers of land left where the water inlet had not been connected. Therefore, take this opportunity to open up that water outlets. Take advantage of this exact moment.
(15) “Build water reservoirs, install water gates, construct spillway dams and system out to Tonle Sap to manage water for agriculture and for drinking …”
Whatever you build, test it against the maximum limit; when something reaches its maximum limit and it doesn’t flood, overflow, or break, then that is a true success. Please proceed with the restoration. The Ministry of Rural Development, the Ministry of Public Works, and the Ministry of Water Resources must review this together. Do not let it be a case where we just lie around praying that the water won’t rise, knowing that if it does rise, the road will break again. Take this opportunity to build it properly so that no matter how massive [the floodwaters] are in the future, it will be fine. Is Pan Khem Bunthorn here? No, he didn’t come; he is busy resolving issues in Banteay Meanchey. He telephoned to tell me, “Brother, brother, I report that our canal is excellent now. The water coming from O’Khaidon won’t flood at all, no matter how much comes.” Three days later, it flooded. When it flooded, he didn’t telephone to report it […]
When I telephoned him and asked, “Why didn’t you report it?” he replied, “I posted it in the group chat, but you didn’t look!” He had just told me three days [prior] that no matter how much water came, it wouldn’t flood. Three days later, it flooded completely. However, our canal system is already built, stretching over 100 kilometers out to the Tonle Sap lake, and we must continue to expand it further. The other day when I went down to inspect, there were several waterways and canals that we must continue to restore and develop. Take this opportunity to do it. In areas where we need to build water reservoirs, we must properly install water gates and construct spillway dams to ensure that when the water recedes, water is successfully retained. We must determine which areas require water management for agriculture and which areas require water for drinking.
(16) Keep and manage water to revolves two goals: “Prevent flooding in the rainy season, and avoid water shortages in the dry season”
During my visit to Ek Phnom the other day, there was a proposal to study the installation of downstream water gates. I said to study it thoroughly—managing water for agriculture must be done, but providing clean water for our citizens must also be factored in. I understand that the Department and Ministry of Industry have water filtration facilities upstream. Therefore, we can look into extending the water pipes, because we cannot build numerous filtration plants; we build one large main facility instead and connect the pipeline network to distribute clean drinking water. However, regarding irrigation, the Ministry can study it because if we talk about broad irrigation, we might not be able to irrigate everything since it drains into the Tonle Sap lake.
Thus, we must look at how much volume we can realistically retain. Crucially, it comes down to securing water for consumption during the dry season combined with preventing flooding during the rainy season. Our water management revolves around these two goals: “Prevent flooding in the rainy season, and avoid water shortages in the dry season.” For this reason, we continue to build many reservoirs and dams. We are scheduled to inaugurate the Don Try dam at the end of this year. In Pursat the other day, His Excellency Khoy Rida reported that the water did not flood, but only later on did we see the flooding occur. He didn’t telephone to report it either. However, the dam we constructed for the Pursat River can retain 1.2 billion cubic meters of water […]
(17) “Development policy implemented over the past 40 years “People, Roads, Water, and Electricity” bring about dams with hydroelectricity, securing both power supply and water management …”
Thus, securing the upcoming dry season. In some locations, we combine these dams with hydroelectricity, securing both power supply and water management. This is the exact infrastructure development policy implemented over the past 40 years, which Samdech Techo set out as the priority directions: “People, Roads, Water, and Electricity.” These are all absolutely essential needs. If we face border closures or similar disruptions, we can guarantee domestic electricity and secure our internet connectivity. We will continue to build further; our systems are not yet completely resilient nor are they fully sufficient, because public demand keeps growing. The population is increasing and the economy is shifting—moving from traditional agriculture, which uses very little power, to industry, manufacturing, and IT, all of which consume massive amounts of energy. We will continue this work […] We meet today at a stage where the immediate disaster has passed, a stage where we begin recovery, and a stage where we must continue our journey forward to make our Cambodia even stronger. Meeting the people of Battambang today is a symbolic representation of meeting our fellow citizens across the entire country; this message is also sent to all our citizens affected [by the floods] everywhere, as I have not come here to distribute aid only to the people of Battambang. This solidarity gathering [represents the whole nation].
(18) “Citizens who truly have no land, LASED project can assist … not only a house and a piece of land, but also continue to take care of them …”
The task force working groups must continue to go down directly to the communes. Right now, we are gathered here with only 10,000 families out of the over 60,000 affected families [in the province], and out of 120,000 affected families nationwide. Therefore, I request the authorities of all relevant provinces and districts to cooperate with the task forces and the national working groups deployed to assist, ensuring that aid reaches our citizens in every location as quickly as possible. At the end of this November, we must begin cultivating dry-season rice and continuing other agricultural work… whether planting upland crops or whatever it is we can realistically do. The other day, I went down to inspect the LASED [Land Allocation for Social and Economic Development] project in Oddar Meanchey. Our citizens there have greenhouse netting houses and were provided with chickens. I thought they were only given about 5 chickens, but when I asked, it was over 100 chickens.
And we aren’t [just] giving them livestock to raise; we are securing a market for them too. Once we have them raise the livestock, we guarantee to find them a market […] We are implementing this same approach across all development zones for war-displaced residents, including in Banteay Meanchey. In places where there is no private land available, we arrange for communal land so that they can generate collective income to share among themselves. We are not discarding them. We are not letting them loose to fend for themselves. We do not just hand over a house and a piece of land and leave; we continue to take care of them. For citizens who truly have no land, please do not clear or encroach upon state land. Submit your names to the local authorities, and the LASED project can assist you.
(19) “The state will not close its eyes and let its citizens perish from truly having no land or shelter …”
We also have a project in Stung Treng. I will go inspect it again. It is a project to provide land to landless citizens nationwide. Currently, in the initial phase, it covers about 500 to 700 families. We will continue to expand it. The LASED projects, the housing projects for veterans, and those for former civil servants are all initiatives designed to organize land and housing for citizens who are genuinely landless, so you do not face the hardship of illegal clearing and the resulting legal consequences […] The state will not close its eyes and let its citizens perish from truly having no land or shelter. Please do not believe the ringleaders who instigate [illegal clearing] […] some people go to clear land and end up losing money by paying those brokers. Entering government programs costs nothing. We provide for those who truly have no land. This is what the Royal Government will continue to do. Battambang also has a LASED project. How many families have benefited from it? (An official answers: Over 400 families) […] We are continuing this project. [There are also] various other projects. We operate LASED in partnership with the World Bank. Beyond that, we have our own state projects for veterans and former civil servants as well. His Excellency Kun Kim has implemented these creatively. I highly commend him—close to 6,000 houses in total were completed within just a few months.
(20) “The stage of negotiations is a long-term process, so consider providing temporary shelter … cannot leave them living under tents”
When I met with the war-displaced residents back in December, I told them, “… the stage of our negotiations is a long-term process, so we must consider providing temporary shelter for them; we cannot leave them living under tents.” Out of those 6,000 houses, they built 3,000 houses in Banteay Meanchey and nearly 2,000 houses in Oddar Meanchey and Preah Vihear within a 2-month period. They deployed them all at once, incredibly fast. Now, when building these houses, they add a bathroom. In the past, there weren’t any. Where did Uncle Kim go? (An official answers: His legs are sore) Oh! Are your legs sore, Uncle? Previously, when I went to Chong Kal once to distribute houses to veterans, I saw only the houses and asked, “Where is the bathroom?” They told me to grab a hoe first. No.
Now we install bathrooms, connect running water, and put in plumbing and electrical systems. [In the past] the budget was tight, but now it is sufficient. You can lack other things, but lacking such a vital facility is very difficult. As they say, “When nature calls, you have to go.” We have evolved for the better. Thank you for making these re-arrangements. Thank you to all the citizens who traveled here to participate. That is all I have to say; to avoid making this long, grandparents, uncles, and aunts can now prepare to journey back.
Therefore, for today, the allocation is arranged as follows: for the 4,324 families affected by the rains who require rice seed varieties: each family receives 100 kilograms of rice seeds and 10,000 Riels in cash; for the 6,376 families affected by the flash floods who require emergency food supplies: each family receives 25 kilograms of rice, 1 case of drinking water, 1 case of instant noodles, 1 pack of canned fish, 1 pack of fish sauce, 1 pack of soy sauce, and 10,000 Riels in cash; for the medical team stationed at the event: a contribution of 3 million Riels; and for the Battambang Municipality (City Hall): an allocation of 2 million Riels. Thank you very much./.
