អ្នកនាំពាក្យក្រសួងការពារជាតិ នៃព្រះរាជាណាចក្រកម្ពុជា សូមជម្រាបជូនសាធារណជន អ្នកសារព័ត៌មានជាតិ និងអន្តរជាតិមេត្តាជ្រាបថា៖
នៅថ្ងៃអង្គារ ទី១១ ខែសីហា ឆ្នាំ២០២៦ វេលាម៉ោង ១០:៣០នាទីព្រឹក ក្រុមអ្នកសម្របសម្រួល (CLG) នៃព្រះរាជាណាចក្រកម្ពុជា បានសម្របសម្រួលជូនក្រុមអ្នកសង្កេតការណ៍អាស៊ានប្រចាំព្រះរាជាណាចក្រកម្ពុជា (ASEAN Observer Team–Cambodia: AOT-KH) ដឹកនាំដោយ ប្រធានបេសកកម្មក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (AOT KH HOM) ពីសាធារណរដ្ឋហ្វីលីពីន ចុះសង្កេតការណ៍ផ្ទៀងផ្ទាត់ និងរាយការណ៍អំពីស្ថានភាពតាមបណ្តោយព្រំដែនកម្ពុជា-ថៃ នៅចំណុចផ្ទះប្រជាជនស៊ីវិលចំនួន ១១៤ខ្នង រងផលប៉ះពាល់ទាំងស្រុង ហើយប្រជាជនសរុបចំនួន ៥១១នាក់ (ស្រីចំនួន ២៦៨នាក់) នៅមិនទាន់អាចត្រលប់ទៅលំនៅឋានវិញបាន ដែលស្ថិតនៅក្នុងភូមិតេជោមរកត ឃុំមរកត ស្រុកជាំក្សាន្ត ខេត្តព្រះវិហារ។
សូមគូសបញ្ជាក់ផងដែរថា លំនៅឋានដែលរងផលប៉ះពាល់ទាំងស្រុងនោះ គឺសុទ្ធសឹងតែជាផ្ទះសម្បែងរបស់ប្រជាពលរដ្ឋស៊ីវិលស្លូតត្រង់ដែលកំពុងរស់នៅ ហើយត្រូវបានកងកម្លាំងយោធាថៃវាយប្រហារលើទីតាំងនេះតាមរយៈការទម្លាក់គ្រាប់ពីយន្តហោះចម្បាំង F-16 និងការបាញ់ផ្លោងអាវុធធុនធ្ងន់ជាច្រើនប្រភេទ កាលពីខែធ្នូ ឆ្នាំ២០២៥។ ការវាយប្រហារទាំងនេះ បានបណ្តាលឱ្យមានការខូចខាត និងបំផ្លិចបំផ្លាញយ៉ាងធ្ងន់ធ្ងរដល់ផ្ទះសម្បែង ទ្រព្យសម្បត្តិ និងហេដ្ឋារចនាសម្ព័ន្ធស៊ីវិល និងធ្វើឱ្យប្រជាពលរដ្ឋជាច្រើនរូបមិនអាចត្រឡប់មករស់នៅ និងប្រកបរបរចិញ្ចឹមជីវិតនៅក្នុងភូមិឋានរបស់ពួកគេវិញដោយសុវត្ថិភាពបាននៅឡើយទេ។
កម្ពុជាតែងតែផ្តល់ការគាំទ្រយ៉ាងពេញទំហឹងដល់ក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (AOT) ព្រមទាំងសង្កត់ធ្ងន់ទៅលើសារៈសំខាន់មិនអាចខ្វះបានក្នុងការពង្រឹងតួនាទី និងអាណត្តិរបស់ AOT ក្នុងការចុះពិនិត្យផ្ទាល់នៅទីតាំងជាក់ស្តែង ដើម្បីផ្ទៀងផ្ទាត់ និងធានាការអនុវត្តបទឈប់បាញ់ឱ្យបានពេញលេញ និងប្រកបដោយប្រសិទ្ធភាព សំដៅលើកកម្ពស់តម្លាភាព គណនេយ្យភាព និងការជឿទុកចិត្តគ្នាទៅវិញទៅមក។

ASEAN Observer Team Visits Civilian Residential Area in Preah Vihear

The Spokeswoman of the Ministry of National Defence of the Kingdom of Cambodia, would like to inform the general public as well as members of national and international media outlets as follows:
On Tuesday, 11 August 2026, at 10:30 a.m., the Cambodian Liaison Group (CLG) facilitated a field visit for the ASEAN Observer Team in Cambodia (AOT-KH), led by the Head of Mission (AOT-KH HOM) from the Republic of the Philippines, to observe, verify, and report on the situation along the Cambodia–Thailand border at a residential area in Techo Morakot Village, Morakot Commune, Choam Ksan District, Preah Vihear Province. The area comprises 114 civilian households whose residences have been fully affected, with a total of 511 people, including 268 women, who remain unable to return to their homes.
It should also be highlighted that the affected residences are all homes of local innocent civilians living there. This location was attacked by Thai military forces through airstrikes involving F-16 fighter jets and the firing of various types of heavy artillery in December 2025. These attacks resulted in severe damage and destruction to civilian homes, personal property, and civilian infrastructure, leaving many residents unable to safely return to thier normal livelihood.
Cambodia consistently extends its full support to the ASEAN Observer Team (AOT) and emphasizes the indispensable importance of strengthening AOT’s role and mandate to conduct on-site observations to verificaty and the full and effective implementation of the ceasefire, aimed at promoting transparency, accountability, and mutual trust.
