Statement of the Royal Government on Kem Sokha, who was arrested in flagrante delicto by the judiciary police officers in accordance with the Criminal Procedure Code of the Kingdom of Cambodia.

The Royal Government wishes to inform the national and international public opinion that at 00:35, of the 3rd September 2017, Kem Sokha was arrested in flagrante delicto by the judiciary police officers in accordance with the Criminal Procedure Code of the Kingdom of Cambodia.

The Royal Government would like to inform the public that according to a video clip broadcasted by the Cambodian Broadcasting Network, based in Australia, and other evidences collected by the competent authority, it clearly proves the conspiracy between Kem Sokha and the accomplices with foreign power, which harms the Kingdom of Cambodia. This conspiracy is an act of treason as stipulated in and punishable under the provision of Article 443 (Conspiracy with foreign power), Part I on the Act of Treason and Espionage, Chapter 2 on the Breach against the State Security, Title 1 on the Infringement against Main Institutions of the State, Book 4 on the Act against the State, of the Criminal Code of the Kingdom of Cambodia. The above-mentioned video clip has been still circulated until now. At present, Kem Sokha is under the police custody, and the competent authority as well as court institutions will proceed the case according to the legal procedures.

The Royal Government appeals to the public to remain calm and allow the court to work on the case in its capacity as a competent authority in line with laws and procedures in force.

Therefore, this statement is provided as information for the national and international public opinion.
