Quality and complexity of nomination dossiers\u00a0Generally speaking, ICOMOS notes that nominations\u00a0are increasingly complex, sometimes to the detriment\u00a0of the dossiers\u2019 clarity and coherence.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">Certain nominations would benefit if more time were\u00a0taken in preparing the nomination, for example to\u00a0complete the legal protection process, finalise a\u00a0management plan or undertake additional research.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">ICOMOS hopes that the publication of the Resource\u00a0Manual for the Preparation of Nominations, of which\u00a0an electronic version is now available on its website,\u00a0and on the World Heritage Centre website, will help\u00a0the State Parties to improve the quality of nomination\u00a0dossiers.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">In most cases, the weakest parts of the nomination\u00a0dossiers are the comparative analysis, integrity and\/or\u00a0monitoring.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">When evaluating the comparative analysis included in\u00a0nomination dossiers, ICOMOS examines the\u00a0methodology used by the State Party and the\u00a0relevance of the examples given by using the\u00a0following parameters. Comparisons should be drawn\u00a0with properties expressing the same values as the\u00a0nominated property and within a defined geo-cultural\u00a0area. Therefore the values need to be clearly defined\u00a0and the geo-cultural \u00a0framework should be determined\u00a0according to these values.
