\ufeff<\/span>\ufeff<\/span><\/iframe><\/p>\n(1) NR 5 is the lifeblood of Kandal, Pursat, Kampong Chhnang, Battambang, Banteay Meanchey and Kampong Speu<\/p>\n
[\u2026] National Road No. 5 is a major artery connecting many small roads networks and many towns in the provinces of Kandal, Pursat, Kampong Chhnang, Battambang, Banteay Meanchey and Kampong Speu. It is a large artery that connects not only the geographical region, but also the artery that feeds the economic life along further roads [\u2026] in this regard, I would like to send a message of thanks from Samdech Techo as well as on my own behalf to all the people in Kampong Chhnang who have fulfilled their duties as citizens, especially in the election of the Royal Government through democratic means [\u2026] the people of Kampong Chhnang province, together with the people all over the country, fulfilled their duties in the election of the 7th legislative National Assembly. The rate of voters\u2019 turnout for Kampong Chhnang province was 87.31%, which is an important factor (contributing) for the Royal Government of the 7th legislative term to come into existence and continue to serve the people [\u2026]<\/p>\n
(2) Inauguration and groundbreaking ceremony on the 90th day of the official birth of the Royal Government of the 7th legislative term<\/p>\n
Today marks the full three months of the official establishment of the Royal Government of the 7th legislative term on last August 22, when the National Assembly formally approved the formal formation of the Royal Government. The fact that we are meeting and inaugurating (this achievement of NR5) today falls on the special day and symbolizes the continuation of development of the country) on the existing trajectory. NR5 is one of the roads we have left from the previous generation but badly affected by the war [\u2026] the construction has widened the NR5, which formerly there was only two lanes, now to four lanes (with two lanes) on both sides. It is a symbol of continued strengthening the national economic situation and progress built from the previous term in the last 40 years, and secondly, we have opened the construction site to expand the stretch of NR5 from Serey Sophorn to Poipet of the province of Banteay Meanchey [\u2026]<\/p>\n
(3) Continuing foreign policy that maintains and enhances relations based on international law, independence and mutual respect<\/p>\n
Every country wants to know the diplomatic position of the new government (of Cambodia). (What is the position of the Royal Government as far as) Foreign Affairs (is concerned)? I told them that (the foreign policy position of the Royal Government) is based on the principle of sustainability and sustainability (of the previous government\u2019s policy), which is to continue the Royal Government of the sixth term\u2019s policies, especially to increase and maintain relations with all countries based on the principles of independence, mutual respect, respect of international law, and this year is special as we are celebrating the 70th anniversary of Cambodia-Japan diplomatic relations [\u2026]<\/p>\n
Japan is one of the first countries to have relations with Cambodia [\u2026] the achievements that we inaugurate here are the first in the three months existence of the new Royal Government \u2013 a symbol of one more achievement for the nation and the people. This road is not built for a particular kind of person but the people of Kandal, Pursat, Kampong Chhnang, Battambang, Banteay Meanchey, etc. [\u2026] including those who need to transport goods as well as travel. This is a symbol of the relationship between many partners, especially today the symbol of stronger relation between Cambodia and Japan [\u2026]<\/p>\n
(4) The last section of NR5 between Serey Sophorn and Poipet costs about US$ 53 million<\/p>\n
The northern section of NR5 from Battambang to Serey Sophorn was inaugurated in January 2022. Today, we are inaugurating the road segment from Prek Kdam (of Phnom Penh) to Battambang, and we are (launching the construction) to extend the segment between Serey Sophorn and Poipet, which is 35 kilometers in length. We need to spend about US$ 53 million for this additional length, which there will be a loan from Japan along with a contribution from the Royal Government [\u2026]<\/p>\n
[\u2026] We may have two options. One is we have to save from the national budget bit by bit a year until we get US$ 600 million to build this road? [\u2026] while we had to take into account billions in salaries, social protection policies, and while income is limited [\u2026] the basis of fundraising is firstly seeking loans from institutions or countries [\u2026] and secondly borrowing from people [\u2026] the most important thing is using loans for investment [\u2026] firstly, by borrowing responsibly [\u2026] and secondly, by making the right investment, creating an economic flow, and distributing fruits to the people [\u2026]<\/p>\n
(5) Five goals of the 7th legislative term Royal Government regarding investments<\/p>\n
In this regard, I would have your attention to issue relating to investment, in which the government of the seventh legislative term sets as its main goals \u2013 firstly, to promote economic growth; secondly, to create more jobs and quality jobs, with high salaries and benefits, and skills (development) for people. They have to be jobs that provide protection of rights and welfare to the people. Thirdly, the equitable sharing of fruits, which means they should not be concentrated in any group and\/or anywhere in particular. That being said, development and expansion should not be only for Phnom Penh but also other provinces to grow and benefit too. Fourthly, increase efficiency (of public services), making sure that the sub-national administrations serve the people, while encouraging and promoting investment in the capitals and provinces, and fifthly, maintain sustainability. Whatever we are doing, there has to have sustainability, not to disappear soon after it is introduced [\u2026]<\/p>\n
(6) Do not concentrate growth in Phnom Penh, all localities have water and electricity<\/p>\n
Our goal is to achieve equity. We do not aim for growth to be concentrated in Phnom Penh. We make sure that every locality has access to water, electricity, and roads. Now we have electricity in almost every commune. Only a small number of them have not had access yet. We have them in our goal anyway. We have been able to provide access to clean water and we have been working to provide irrigation system [\u2026] of course we have not yet had irrigated system in the whole country, but we are working hard to realize this goal. We have many roads connectivity these days. Our people in the village and\/or commune these days never ask for asphalted but concrete roads [\u2026]<\/p>\n
We strive to maintain what we already have. What is not up to standard, we strive to either upgrade or expand it. We have now expanded the NR5 and also the NR7 from Skun to Kampong Cham city [\u2026] the road segment from Kampong Som to Kampot, where it is in hard to build condition, is also being rebuilt and expanded. We are also checking out to see if there are new routes to be built. And for the seventh legislative term, (the Royal Government is) planning to boost the highway system infrastructure [\u2026]<\/p>\n
(7) Expressway, North-South Rail, Waterway, Airports are underway<\/p>\n
We plan to build the Phnom Penh-Bavet (Svay Rieng) Expressway. We have already conducted negotiation and work is under preparation. We already have the Phnom Penh-Kampong Som Expressway. This is about the land infrastructure. We are planing to build another Phnom Penh-Siem Reap-Poipet Expressway \u2013 on the east side of the Tonle Sap. We are working to get to building the NR 50C that will connect Kampong Chhnang on NR5 to Kampong Thom on NR6 [\u2026]<\/p>\n
In addition to roads, we are working to strengthen our railways too. Now the most important priority is to strengthen the north-south railway. We have two railways, the northern line from Poipet to Phnom Penh through Pursat and Bat Doeng since 1960, and the southern line of Phnom Penh-Takeo-Kampot-Sihanoukville. The first step is to look at strengthening the existing lines so that they can sustain heavy and fast transport to reduce costs. If we build this expressway and NR5 (along with) the upgrade of our railway, it will facilitate more transportation [\u2026]<\/p>\n
(On) water, there is a canal project that will run between the river and the sea. We are in the process of negotiation. The manmade canal of Funan (Techo) will help facilitate the transportation of goods from\/to those around the Tonle Sap and along the Mekong River in the future. We have four seaports in Kampot, Koh Kong and Sihanoukville [\u2026] where on December 22, (the groundbreaking of the first phase of water depth expansion) will commence. I thank the Deputy Prime Ministers \u2013 His Excellency Sun Chanthol and His Excellency Dr. Aun Porn Moniroth, as well as the logistic and Japanese teams, especially HE the Ambassador of Japan, for their efforts to expedite the negotiations [\u2026]<\/p>\n
We have inaugurated the new Siem Reap Angkor International Airport. By 2025, we will put into operation the Phnom Penh International Airport. In Sihanoukville, we are reviewing the use or upgrading of our existing airport. Here we are talking about big projects. Apart from that, there are small airports project such as the one in Mondulkiri [\u2026]<\/p>\n
(8) RGC plans continued investments at the national and sub-national levels<\/p>\n
All I am talking are big investments. In addition, the government plans to invest at the national and sub-national levels in widening roads, canals, and expanding people\u2019s access to electricity in districts, communes, and villages. I am sure our people wanted them now. They don\u2019t want to wait for another 20 years. Please believe me that we are doing everything we can to return the favor to the people all over the country, including the people of Kampong Chhnang here, who have given their trust and support to the CPP to lead and issue policies to serve the people [\u2026]<\/p>\n
We have been studying for a long time of what would-be the impacts if we build the NR50C. We have studied the impacts on the environment and the lives of the people, including the ecosystem. If we were to build this road and bridge, what would the impacts be and how would they affect the environment. How damaging are they. If it causes destruction to the environment, we will not do it. If it affects the livelihood of the people, the fish stocks, we will not do it. We cannot afford to have good road, but it destroys our crops and other things [\u2026]<\/p>\n
(9) NR5 and deep-water port make Cambodia\u2019s competition stronger<\/p>\n
As for the NR5, which will be the artery connecting to other national roads, along with other systems such as the deep-sea port, will make Cambodia\u2019s competitiveness stronger [\u2026] while the implementation of the principle of equity [\u2026] is to make every corner of the country accessible to draw in profits and narrow the gap between Phnom Penh and other provinces [\u2026] and become a province nearby Phnom Penh. They all should be provinces that support the development of industry. However, where there is no road, no transportation system, no electricity, there would not be investment. They will just look to Kampong Som [\u2026]<\/p>\n
(10) Loss of life in a traffic accident is a loss of resources Traffic safety is important. Each year, landmines, wars, and other epidemics, and especially war, are gone down. But deaths from road accidents are (remarkably high and) often a significant loss of resources. Please respect (the traffic law), especially drive in the correct lane. Do not ride in the opposite traffic direction [\u2026] please participate in preventing and managing overloaded transport. At the meeting of the Royal Government and the private sector, I decided to allow the increase of weight transport from 40 to 45 tons so that the transport company can reduce costs [\u2026] the state is the one to provide infrastructure and to enact the traffic law, but the private sector and the people who use them must help in managing (them) together. Hope that the state mechanism, the people and the private sector together maintain the bloodstream that in return is helping us all [\u2026].\/.<\/p>\n
