07\/11\/2023<\/time><\/a><\/p>\n(1) 86.50% voters in Preah Sihanouk Province went to the polls and 86.15% voted CPP<\/p>\n
Thank you for giving the opportunity for the Royal Government, led by the Cambodian People\u2019s Party for more than 40 years from 1979 until now, continue to serve the people, to serve you, through the 2023 National Assembly election. The election results have confirmed that the people of Sihanoukville are confident and wanted the CPP to continue to serve you. 86.50% registered voters went to the polls, of which 86.15% voted for the CPP, which was higher than the national average. Nationwide, only 84% went to the polls and 82% voted for the CPP. In Sihanoukville, our brothers and sisters feel warm, confident and happy, especially regarding the policies of Samdech Techo and our leaders at all levels from the previous legislative terms [\u2026]<\/p>\n
(2) Driving issuance of land ownerships for the people as soon as possible<\/p>\n
Yesterday there was a meeting and a little discussion about land ownership. What will the Ministry of Land Management, Urban Planning and Construction do to promote our policy [\u2026] in 2011, (the former Prime Minister) Samdech Techo (Hun Sen) launched a policy of \u201cold principle, new activity\u201d to measure a lot of land for people. We continue to do it [\u2026] we have released (ownership of) some 2 million plots and the remaining (ownership of) 5 million plots are to be taken action [\u2026] the Minister of Land Management (Urban Planning and Construction) HE Say Sam Al issued a strategic principle. I have agreed to provide the principle of using total force, both at the central and provincial levels, to work of (completing the ownership titling) so that people can get ownership as soon as possible and the matters will not be congested [\u2026]<\/p>\n
(3) With peace, open economy and correct diplomacy, we give value to our diamonds<\/p>\n
Sihanoukville is a province with great potential. It situates in a good geographical location. We have a deep sea here, and there are islands and beautiful beaches [\u2026] it needs favorable and positive factors (to innovate) to get better price (from these potentials) for the benefit of the people [\u2026] (if we wanted) to have special economic zone such as this, we must issue a policy for private investment. The three main policies are \u2013 first, ending the war, creating peace, through win-win politics; second, putting in place an open economy, where investment benefits the people; and third, conducting proper diplomacy. We do not take any country as an enemy. We welcome all. Sihanoukville has investments from China, Japan, Europe, the United States [\u2026]<\/p>\n
(Upon this point,) have not yet come to power, some has been cursing this or that country, or claiming to work only with this or that person. If we dare to work only with this but not with that country, we are going to suffer setbacks. We do not (act as those politicians say). Diplomatic policy is very important. We export products to Europe, China, Africa, the Middle East, ASEAN, and we have made no one enemy to us. Our people go to study and some go to work in foreign countries. People from those countries came to visit (Cambodia) as tourists [\u2026]<\/p>\n
(4) To develop Sihanoukville as a multi-purpose economic zone and tourism industry<\/p>\n
Thank to these three policies, Sihanoukville has (transformed its) potential to further (develop the capacity of) our deep-sea port, roads, not just the National Road 4, but expressways, airways, the Keng Keng Airport. As far as waterways is concerned, we have connected (Cambodia with the rest of) the world in terms of tourism and goods. We have ensured growth in tourism with which we have now a great number of hotels, not only on mainland but also on the islands [\u2026]<\/p>\n
Sihanoukville is a province with potential that we have declared it the second economic pole (in the country, the three poles, which Phnom Penh and Siem Reap are the other two), (with a goal to) become a modernized tourist destination. That is not all. For the time to come, our policy that [\u2026] we have made and continued carry out policy set out from the sixth (legislative term of the National Assembly government) to transform Sihanoukville into a multi-purpose development of special economic zone, tourism industry, and many other potentials and everything it has got [\u2026]<\/p>\n
(5) Phnom Penh-Sihanoukville Expressway Company extends the 80% toll payment for one year for ETC and six months for cash payment<\/p>\n
The Royal Government of the 7th (legislative term of the National Assembly) continues to carry out the policy that ensures the conditions for maintaining peace and stability at all costs [\u2026] today we also celebrate the one-year anniversary of the (Phnom Penh-Sihanoukville) expressway [\u2026] we must continue to implement and improve this (infrastructural development) for Sihanoukville. We will continue to build more key connectivity infrastructure [\u2026] when (this expressway between Phnom Penh and Sihanoukville) is put into official use, the company agreed with the Royal Government to charge only 80% of the toll for one year, after which period, the company would ask for charging the toll as planned [\u2026] through negotiations between the company and the government, I thank the company for postponing that and allow 80% toll payment by ETC (electronic toll collection) for another year and for payment in cash for another six months [\u2026]<\/p>\n
(6) Increase the transportation capacity of the railway and in the future through canals and expressways<\/p>\n
We have worked to improve the road infrastructure. His Excellency Sun Chanthol (Deputy Prime Minister) and His Excellency Peng Pothinea are the ones who know about the development of the railway story [\u2026] currently, our rail allows the speed of 50 km\/h. We have to (upgrade its capacity) in the first stage to (a traffic speed of) 80 km\/h [\u2026] we are going to dig the Funan Techo canal. We are building another expressway connecting between Bavet and Kampong Som, via Phnom Penh [\u2026] we are going to build an expressway to connect the 4th economic pole in Pailin and Battambang (with potential in) agriculture with Sihanoukville [\u2026]<\/p>\n
(7) Further capability of deep-water port of Preah Sihanouk province<\/p>\n
(It was) reported to me that they would consider the port congested if they had to handle cargo transaction volume of up to 65% of the full capacity. While in fact, (the Sihanoukville port) has had to deal with 80% of its (cargo transaction volume) [\u2026] every year, with some creativity, we handle cargo transaction volume up to 750,000 containers [\u2026] we have agreed with Japan [\u2026] on a loan plus technology to invest in expanding our deep-sea port. In the first phase of development, which I hope the groundbreaking would start before the end of the year since it is an important year \u2013 the 70th anniversary of Cambodia-Japan relations [\u2026] and we did it. Thank you. We will launch the groundbreaking ceremony to expand our port capacity. The current port\u2019s water depth is only nine and a half meters deep, which can accommodate only 18 percent of ships in the Asia-Pacific region [\u2026] once the first phase port extension completes, the water depth will be deep enough to accommodate up to 93% of ships [\u2026]<\/p>\n
(8) Ports of four coastal provinces to jointly compete with other countries\u2019 ports<\/p>\n
There are immediate policies to help people \u2013 social protection policies and policies to develop the macro framework [\u2026] there are now 24 factories in the Jejang Gore special economic zone, with currently 8,000 workers. In order to have more factories coming in this SEZ, we must make plan for growth of the economy, which including our port, for the whole of Sihanoukville. We have developed a policy on the transportation system and agreed to further develop it into a transit port [\u2026]<\/p>\n
[\u2026] We are making a master plan to develop Sihanoukville and the coastal provinces. Let us think of the four together as one [\u2026] we have to take ports in the 4 provinces \u2013 Koh Kong, Kep, Kampot, and Sihanoukville together to compete with other countries [\u2026] (we have the blue see port of) Sihanoukville, two ports in Kampot, and maybe another deep-water port at Dara Sakor in Koh Kong [\u2026] finding way that these 4 ports will not compete with each other, but to join forces to compete with the ports of neighboring countries [\u2026]<\/p>\n
(9) Strengthen security and order at tourist destination and industrial areas, increase direct flights connecting tourist cities<\/p>\n
We have made a strive in the reinforcement of potential in the real estate sector. We are aware that it is in a deadlock situation. The team, however, has been working regularly to set out dispute resolution principles. Apart from that, the principle of tax incentives (is also being designed) so that we can get the business back on track. Real estate setback is not limited to Cambodia alone, but in all countries in recent years [\u2026]<\/p>\n
Strengthening security and order is very important in Sihanoukville. We will take this issue in hands everywhere, especially tourist and industrial destinations, and other areas to ensure security and stability [\u2026] we have infrastructure in place, but this infrastructure is meant to be used by people. If the infrastructure is not used, for whatever reason, it does not make sense [\u2026]<\/p>\n
Establishing direct flights to Sihanoukville is also important. At the tourism meeting yesterday, we are giving the tourism sector the advice to have more air destinations. We connect Sihanoukville with tourist destinations [\u2026] now Siem Reap aims to connect not only with some of the big cities but (also) countries in the region. Sihanoukville should consider doing the same. In the days to come, we will be connecting with Phuket, Van Tao, Cebu of the Philippines, Bali, Maldives [\u2026]<\/p>\n
(10) Aim to attract high value-added industry to Sihanoukville<\/p>\n
We are here to focus not only on the textile and garment industry, but also on pushing the automotive and electronics industries, high-end industries, to Sihanoukville to create jobs in the future. People here can improve their skills or if they want to change their skills, we will provide them with training. Students from other provinces come to work here will not have only one choice which is to work in the garment sector [\u2026] we have facilities that will manufacture of medical equipment in the future, motorcycles, cars and components, electrical appliance parts here [\u2026]<\/p>\n
(11) Economic growth, more jobs\/income, more state expense on social protection<\/p>\n
Why do we have to do all that? It is to increase the income of the people\/workers [\u2026] when we finish the first phase extension of the deep-water port, we would be able to achieve that end too. The more cargo volume we handle at the port, the more good we do to our economy, the more jobs there are, the more income the state receives, the more the state pays the salaries of civil servants, spends on social protection programs, and builds health centers, communal roads, and schools [\u2026]<\/p>\n
(12) Preah Sihanouk Province can feed the national economy and benefit the surrounding provinces<\/p>\n
All this is what Sihanoukville has to accomplish. If done correctly, Sihanoukville can feed the national economy, especially the surrounding provinces will grow productive. Where there is potential in one place, the results must be distributive. Now, adjoining provinces, for example, Kampong Speu, initially factories were placed only in Phnom Penh and Sihanoukville because these two locations have access to electricity [\u2026] Sihanoukville can be a pot of rice, not only to feed the people of Sihanoukville, but a battery energy that drives the national economy faster [\u2026]<\/p>\n
Hopefully in the next 5 years or 10 years or 15 years, along with the principle that by 2050 Cambodia will be a high-income country, Sihanoukville will be one of the leading provinces in economic growth. The people of Sihanoukville, formerly known as Kampong Som, said to be the rich, will make it true. (Sihanoukville) will become a province with high incomes compared to others [\u2026]<\/p>\n
We will continue the policy of serving the people to make the people richer, especially the people of Sihanoukville [\u2026] there are several policies that we aim to turn this province from an unprocessed piece of diamond to the processed one that can be used in many ways [\u2026].\/.<\/p>\n","protected":false},"excerpt":{"rendered":"
