(11) The government does not withdraw from the development goals of the four northeastern provinces

On September 20, 2024, the Royal Government announced the end of Cambodia’s participation in the Cambodia-Laos-Vietnam – Development Triangle Area (CLV-DTA). This project had been going on for 25 years […] one group of people said that by withdrawing Cambodia out of the CLV-DTA, “the government has failed, the government is no longer moving forward, and must be changed” […] let us see what is the main goal of CLV-DTA? If its big goal has reversed, then they can talk about that. The main goal of the CLV-DTA was – as part of a northeast development policy – to allow the most remote provinces to grow faster to connect with the other parts of the country. Asked if we have withdrawn from this goal? I would say “not at all”. The government is still developing the northeastern area, i.e. developing the four provinces still […]

There are three groups of people. One group wants to develop the area on our own. Another group wants to develop the area, but supports partnership in order to draw some resources, and leave the national resource to develop elsewhere. The third group of people, the silent majority, did not express their opinion on Facebook whether there should or should not be a DTA, but they just want (the RGC to ensure) – firstly, not to lose land, secondly, not to lose sovereignty, and thirdly, to develop the area. Those supporters and non-supporters of the CLV-DTA development triangle wanted the same thing as the third group – to defend the territory, defend sovereignty, promote more development in the area […]

We have now pulled out of that (CLV-DTA) project. We will work with partners in a different framework. Some asked (that we have made this decision,) who is losing and who is winning […] I am asking you to have an understanding […] when we (have) common interests, our concept is to achieve development, guarantee sovereignty, ensure our territory – it is not loss, plus we will ensure development of this northeastern provinces. It is our big goal. If we talk about which side lose or win, let me tell you that the whole Cambodian people, whether you support or not […] the whole Cambodian nation wins […]

(12) Ensuring Cambodian children go to all parts of the country to help defend the territory

My answer to the above question is no different to what I (said on the occasion of the meeting with) the wisemen/women – with or without the DTA, we must continue to play an important role in defending our sovereign territory and promoting the growth not only in the Northeast but also in the whole country. We must continue to demarcate the border by negotiating and finishing the mounting of border markers responsibly. We must continue to build the border ring road until we finish it […] for places like the dragon-tail-shape area, where most of the Cambodian children have never been reaching, and even the Indochina geographical group, had not reached in certain places, we need to build the road for people to live and to invest to ensure that the Cambodian children can go to all parts of our country to help defend the territory […]

(13) Have trade ports rather than closing border and sending the troops there

The word nationalism is a good thing, but do not be overly nationalistic, which can become extremist […] we are over (with the war). Together, let us maintain protection (of peace). Do not break the national unity […] the Royal Government responds and implements the principle of resolving people’s concerns, urging the erection of border posts, border road construction, border development, turning the border area into a border of solidarity, cooperation with neighboring countries, whereas people are the fence […] promote the development by opening trade ports rather than closing it and sending the troops there, demining along the border instead of laying more, and placing more cranes to build tall buildings rather than artillery lined up […]

Secondly, I would like to confirm that the visit (to the northern provinces and the border area) is to go on […] so that our people can see the real development, feel the warmth and help those from the plain area and others to get to know the northeastern province […] the Cambodian or local tourists can go visit the border to see if there are roads, border posts/markers, and judging themselves if there need to have fences […] in terms of tourism, let us not think just about tourists from outside the country. There are a lot of local tourists. People need to go for sightseeing too […] the tour group should think if there is a product for retirees around the country […] so that more Cambodians know more about Cambodia […]

(14) Determined to develop the northeast area, to protect the territory, to protect the sovereignty of Cambodia for the Cambodians for hundreds of years to come

(Those in the opposition may want) to shout that the Hun Manet government failed and collapsed, or ended, and they may drink for that […] but for Cambodia, we are still making a package to boost the investment economy in 2025 in the Northeast […] we do not back down […] I used to announce and we still do, with or without DTA, importantly, we are determined to continue to develop in that area, to protect the territory, to protect the sovereignty of Cambodia for the Cambodians for hundreds of years to come […] whereas CLMV is the mechanism of ASEAN, (it is naïve to have called for removal of Cambodia from it) […] and sooner Timor-Leste would also join […] Asked if all countries lose sovereignty? (They do not and have become) stronger, respectively. This CLMV is not dangerous and it is not wrong […]

Previously, they used (the CLV-DTA issue) to ignite people’s (misconception) […] they used it as a sword to cause people’s concerns all along. Now (that the RGC has moved Cambodia out of CLV-DTA), they have no such sword anymore. They may have their party and drink Soju, but all the bullets that caused people’s worrisome are out. As of now, the Cambodian people all over the country are united. Let us not worry about DTA anymore. Let us unite to develop the area together with other partners, in whatever way – the best possible. As we are now free from worries, the Cambodian people are united […]

Someone came out and said on TikTok that the government did not dare to withdraw from the CLV because it had to pay back money. According to the MOU among the three countries, anyone country has the right to withdraw (candidacy by) just notifying the other party through diplomatic means six months in advance. On the 20th (of September 2024), the Ministry of Foreign Affairs (and International Cooperation of Cambodia) already informed Laos and Vietnam […] it is our right. We do not owe anyone […] each country must respect each other’s sovereignty […] the issue of relations with countries around the world, what others think is their problems […] we must strengthen ourselves, and the start point is internal unity, national unity, not to be divided […] we may have disagreement but do not go to action leading to instability […]

(15) Gumball 3000 arrived in Malaysia, social media debate should end

Hopefully the Gumball story is over soon […] they are gone, and some people are still fighting (about it). This September 30, I will go to Chip Mong Company to receive more than US$ 400,000 from the Gumball event and give it to the Angkor Pediatrician Hospital. I would like to clarify that no one has a heart to despise our ancestors, and some people have already expressed opinions regarding, to their judgements, improper activities in the organization (of the event) […] you may express opinions, but do not have to fight each other. The Gumball3000 was here only two days, but in Cambodia, (there had been) debates for two weeks and is not over […] the battle should end on the airwaves or on Facebook. Both sides have their arguments, but if you want to win or lose, […] I would urge them to look around – they drove to Malaysia already. What are we still fighting for? […]

We are not perfect, but we have not lost our cultural values. Foreigners also respect our values. In terms of tourism and culture, we have done everything possible to protect. Some have already expressed their opinions. We have to take this as an experience to learn from for the next event. We have to take extra carefulness. I think everyone should be happy. We have already expressed our opinions and should end (this useless protracted exchanges) […] I say we should finish it and go to Pchum Ben. No need to have a loser and/or the winner regarding the CLV-DTA anymore. Let us find out how to develop the four provinces. (I urge people to) visit our border provinces and we are committed to build more roads (there) […]./.

Audio message of Samdech Techo Hun Sen, to clarify the CLV-DTA issue as the opposition incited to distort the truth in order to cause confusion on the Royal Government’s efforts [Unofficial Translation] https://pressocm.gov.kh/en/archives/101483 https://pressocm.gov.kh/en/archives/101483#respond Mon, 12 Aug 2024 15:10:43 +0000 https://pressocm.gov.kh/?p=101483

Samdech Techo Hun Sen, President of the Cambodian People’s Party and President of the Senate, to clarify the Cambodia-Laos-Vietnam – Development Triangle Area (CLV-DTA) issue as the opposition incited to distort the truth in order to cause confusion on the Royal Government’s efforts

CNV:

The following is a transcript of a message from Samdech Techo Hun Sen, President of the Cambodian People’s Party and President of the Senate of the Kingdom of Cambodia, clarifying the Cambodia-Laos-Vietnam – Development Triangle Area (CLV-DTA) while the opposition is causing incitement to distort the truth to cause misunderstanding over the Royal Government’s efforts:

[1] To all the children and grandchildren in this (social media) group (of “United for the Nation”). I have been listening to you for a long time. Incited by those in foreign countries, you have been making efforts (to cause trouble). In it, we heard the voice of Hay Vanna (who spoke) from abroad to mobilize you (to act) towards overthrowing the Royal Government through a shortcut, which is not a democratic process. You want to compare Cambodia to Bangladesh. You may be confused about the situation in Cambodia and the situation in Bangladesh. You have to think carefully. If you make a mistake, you could be in danger. That (the fate of Cambodia would be similar to that of Bangladesh) would not be happening […]

That a few of you would do disastrous things to destroy (existing) peace of millions of others is not your choice. You have to think carefully before you travel (to join) a demonstration or a mass demonstration or one that would lead to the overthrow, which is the red line. The constitution stipulates the freedom of expression. We accept your concern regarding the loss of land/territory. We (take) your concern about independence and national sovereignty, but you have to look at the situation to see if what the opposition figures in foreign country incited you to do is what it is about.

[2] On the other hand, you have picked the CLV-DTA case as a reason (of your protest). On this point, I should emphasize that the CLV-DTA cooperation came to existence 25 years ago, and I am sure that some of the people in this group were not even born yet. Has this CLV-DTA done any destruction to you? Please think. When our country was very poor, traveling from Ratanakkiri, Mondulkiri, Stung Treng to Kratie, to Kampong Cham and to Phnom Penh had taken a lot of time. At present, with the socio-economic development in place, people there have benefited from good roads, electricity, water supply. In some areas, where the water supply system has not yet reached, people have access to other sources of clean water. The development of this triangle area is neither cutting our land and giving it to any foreign countries nor to place it as a shareholder.

[3] Please understand clearly between the words “collective development and cooperation”. You misunderstand the (CLV-DTA to be) a collective development. We do not do (thing like that). The Royal Government has no right to share the Cambodian land with any country and we have no intention of cutting off part of Cambodia, part of Laos, part of Vietnam (to put together as) an autonomous region or country. Cambodia is under the rule of Cambodians. Vietnam is ruled by Vietnamese and Laos is ruled by Laotians. That being said, we have cooperation there to accelerate development.

A development is possible requires cooperation (with neighboring countries). The cooperation (with neighboring countries) is not just the Triangle Area, but along the borders with Vietnam, Thailand and Laos, as we are neighboring countries to one another. Let me give you an example regarding connectivity efforts. If there were no cooperation among neighboring countries, how do we connect the transportation to each other? We need to trade. Please think. From Ratanakkiri, Mondulkiri, Stung Treng and (Kratie) if we transport (goods) down to Phnom Penh or to the port of Sihanoukville for export, (it would be a long way.) How could you make profit?

[4] Doing business is about profit. (From the Development Triangle Area,) we can ship through to the sea in Vietnam and export to Europe, America, Japan and other countries. At this point, you can understand what we are trying to do in term in terms of economy and poverty reduction. Against all odds, do you think we should leave that place (undeveloped)? More so, the development in that area is no longer a separate effort among Cambodia, Laos and Vietnam.

Japan has become the cooperation first partner. People in Japan may ask the Japanese government how much money Japan has spent on projects in Cambodia’s northeastern region, in Vietnam and in Laos. Japan does not help the three countries (as one entity) but only to interconnect the region. We buy electricity from Vietnam and from Laos to supply to consumption in the area before our national grid can send electricity from Phnom Penh (in the past) 25 years. Therefore, you should have a better understanding of this issue rather than accusing the government having cut the land, (and/or) will lose the land at a later stage […]

[5] Some of the brothers (and sisters) proposed that Cambodia be removed from the CLV-DTA. I want to ask you that what we have put in place is for our development, why do we have to throw it away? Where can we move this piece of land to? Can we move these four provinces elsewhere? It is not possible. We must develop our territory. We must make investment and therefore find development partners. On the Vietnamese side, and the Laotian side, they also find their partners to make their development investments. What we need to do is to cooperate in trade, investment, tourism, transportation, connectivity and electricity supply.

This is the reason that the Royal Government had to figure out how to bring (development to the area). The past 25 years has been a time that shows our brothers and sisters clearly the evolving living condition of the people from traveling for days, as some said once arrived they do not bother to return because the road is too difficult, to now (people can) go in the morning and return in the evening. This is possible because of the various and better connectivities. We built national road 76 from Snuol district (of Kratie) to Mondulkiri province, which is connecting to the Vietnamese border, and to Ratanakkiri province, and to the Vietnamese border there, and down to Stung Treng province along national road 78. On the national road 7, we built this bridge across the Sekong River a connectivity to the border with Laos.

We built another bridge across the Mekong River with the national road No. 9 connecting Stung Treng to Preah Vihear, and from there getting to Kampong Thom and Siem Reap quickly. That is the benefit of development that the Royal Government has striven (to provide to our nation) in its investments. The government is working to find development partners, not just Japan, but the World Bank, the Asian Development Bank and a number of countries involved. We have a number of college branches in those provinces to provide higher education to reduce the difficulty for students in the area to go all the way to study in Phnom Penh or other provinces.

[6] Human resource development is also interdependent. Today, Cambodian students go to study in Vietnam, and some Cambodian students are also studying in the provinces where Vietnam has higher potential than us in science, technology, as well as learning (subjects available) at a higher level to serve development and their family. We also sent students to Laos, while Laos sent some students to Phnom Penh to study […] We give high priority to the Northeast area to send students to Laos.

[7] I understand that you are concerned about the territory because the history shows that we have lost a lot of territory for instance Kampuchea Krom. We acknowledge that the loss incurred from coerced cutting away by the French (colony). This is not the act o any one king of ours to cut land and give it to anyone. We are under their rule. I was not even born yet when Cochinchina as well as Koh Tral were missing. Norodom Sihanouk, the patriotic father of the Khmer nation, did not reclaim it, and he recognized the unaltered borders left by the French colony on both land and sea. Having said that, what (the Royal Government) has been doing is protecting these territories. While you are raising the issue on the Vietnamese side, you seem to have never claimed some of the territory that is still in Thai territory. Do you know how much we lost to Thailand? In addition, historically, there have been some land given as gifts by the former King to the Lao side.

[8] We acknowledge your concerns about the loss of territory due to historical factors, but you can question why the government has been accused of allegedly ceding the four provinces to Vietnam? After making all empty claims, they go further to add that if the it does not happen now, it will in 20 or 30 years or 100 years. Why have they made up and raised this issue? This imaginary assertion is clearly a tactic (designed and set out) to create a bloodbath as you (allow yourself to believe what they said and) cross the red line.

They may question and give answer that if today you, your family, are not in trouble, but in 10 or 20 years, your family, men will be killed by lightning, electric shocks and cars crush or woman will become a widow or a prostitute, and so on. Well, they dare not talk about the present. They only raise concerns about the future (because nobody can see it yet). If we are worried about the future, as a matter of fact, we must work together to protect the territory by deploying people and building the necessary infrastructure so that people can move in to live at the border area. I am sure you can understand that. I will explain a little bit more about what some of you are proposing to build fences (along the borders).

[9] Beloved brothers (and sisters, regarding the request) to build this fence, have you ever thought about how we go about building it? (Do we put up) fences only in these four provinces or with the Vietnamese border, or is it going to be a fence across the whole border with Thailand and the border with Laos? In this world, apart from the Berlin Wall, apart from some of the fences that divide North and South Korea, and some of the fences that formed between the United States and Mexico, within the framework of the United Nations, which countries have built such fences in the framework of cooperation with neighboring countries?

This is not a choice you should make. If you are talking about (erecting) the border with Vietnam, I would like you to give your opinion that when we build (the fence at) the border with Vietnam, would we also have to build a fence on the Mekong River, the Bassac River and other canals that flow from Cambodia to Vietnam and/or from Vietnam to Cambodia? At downstream, water flows from Cambodia to Vietnam, but at the upstream (of the Mekong), water flows from Vietnam to Cambodia, and charges in to the Sre Pok and Sesan rivers. So, does this fence have to close both the river, the dam and the water flow? This is an issue that you need to consider carefully.

[10] The fact that you have to think even more carefully, do you have to go to war with your neighbors forever, giving no regard to the security of the people as a whole, and the people along the border? Each country has a need to exchange goods. These days, trade between Cambodia and Vietnam has reached more than 10 billion US dollars, whereas in the past, it was unbalanced, with Cambodia importing more from Vietnam than exporting from Cambodia to Vietnam. Now, gradually, we have increased export to Vietnam to a similar volume or even slightly more than Vietnam exports to Cambodia because Cambodia exports about 700,000 tons cashew nuts to Vietnam. We have the raw materials. We do not have enough processing facilities. We have some self-processing, but not enough. Vietnam and India are the largest exporters of cashew nuts in the world, but both Vietnam and India buy raw materials from Africa for processing and distribution in international markets.

Up until now, Cambodia is the number one country with the largest harvest of cashew nuts, more than one million tons even than the Ivory Coast and some other countries. Of this more than one million tons, we exported to Vietnam, and Vietnam published an article mentioning that imported cashew nuts for processing and export of Vietnam accounted for more than 55% of cashew nuts. You know that the market is important to promote cultivation among our people. If there is no market, what do people grow for? […]

The Cambodians cannot consume more than one million tons of cashews. We need to find a market. This does not refer only to distant markets. The markets closeby like we can do it with Vietnam, with Thailand, with Laos, which has brought about a trade benefits of about US$ 20 billion – with Thailand about US$ 10 billion, with Vietnam about US$ 10 billion and with Laos hundreds of millions of US dollars, which is the purchase of electricity from Laos. It has increased the volume of trade between Cambodia and Laos.

[11] It is not as simple as you think. Cambodia is an independent country. I heard you say in this group that “Cambodia is under Vietnamese control”. You seem to have underestimated not only me personally or the government as a whole, but also your own family living in the country. Some people can go all the way to insult their own race for having married with a Vietnamese husband, a Vietnamese wife, etc., about which I think there should be a restriction. We do not suppress freedom of expression, but you have to express it with reality, which is better than a slander. Some alleged that Vietnam had entered Cambodia freely. You need to know that each country enforces its own laws (regarding immigrations).

[12] When we go to the other country, we need to ask for permission. They come to our country, they have to ask for permission. There are (facilitation) mechanisms within the ASEAN framework that do not require a visa before arrival, but without a passport, no one can ask for a visa. All of these points require individual control. You are worried that the land concessions that Cambodia has given to Vietnam for investment would be filled with Vietnamese workers living for decades and would never return. This, as some concluded, would eventually lead to having more Vietnamese than Cambodians in the four provinces. I would say that is a wrong understanding. This is an unjust slander. Do you dare to swear your life because of your wrong words? It is not possible. It is absolutely impossible. Please remember that the Cambodians will always be Cambodians, the Vietnamese will always be the Vietnamese, Laotians will always be the Laotians, and Thais will always ne the Thais. There would not be confusion.

The fact that we have now joined ASEAN, we do not place our land within the ASEAN framework. We cooperate with ASEAN countries and we have economic, trade and investment cooperation not only with ASEAN. We dare to have a comprehensive economic partnership, including ASEAN 10 plus Japan, South Korea, New Zealand, Australia and China, and ready to accept India, after India had not been able to enter in the past. There is a lot of cooperation in the world, not just among Cambodia, Laos, and Vietnam. Thailand, Malaysia, Indonesia did it before us. There is also a quadruple cooperation among the Philippines, Indonesia, Malaysia and Brunei. There are also areas of joint ventures with Laos, Thailand and Myanmar.

[13] Please note that in addition to the recent initiatives and successful implementation between Cambodia, Laos and Vietnam, I also discussed with the former Thai Prime Minister Thaksin Shinawatra and the Lao side my plan to develop a Cambodia-Laos-Thailand triangle area (CLT-DTA), for which Cambodia would assign the province of Preah Vihear as a counterpart. We thought of setting up a golf course on the border among the three countries – where there would be nine holes on the Cambodian side, nine holes of the Thai side, and another nine holes on the Laotian side – a total of 27 holes. Due to a series of coups in Thailand, (we) could not implement this project. (However, this should indicate to you that) we want peaceful cooperation with neighboring countries to bring about economic, trade, and tourism development in the region to reduce poverty.

[14] Some of the people said in a simple way that Cambodia would be able to build a fence. From above, I just talked about the technique of building a fence. I want to know your technique to build it? […] Do we build this fence to cover both the Mekong River, the Bassac River, and the canals that flow from Vietnam to Cambodia and from Cambodia to Vietnam, or only on land or only in four provinces? People can jump over the fence. People can secretly cross over and/or bring it down by blowing up or by digging down. We have to build thousands of kilometers – if we are taking into consideration the border fence between Cambodia and Vietnam, Cambodia and Laos, and Cambodia and Thailand, altogether. If we are to build the fence with all three countries, we would be placing Cambodia alone (in the box). This is what it looks like from your opinion.

[15] I would also like to emphasize that the people’s defense foundation is stronger than a multi-layer concrete fence. (The people’s defense foundation) is in fact the infrastructure development effort that the Royal Government has been working on along the border. We distribute land to people and build houses for people, we set up hospitals, schools and the necessary infrastructure that people need so that they are able to live there, cultivate or do the agro-industrial farming or become handicraftsman and/or entrepreneurs, who would help in the creation of a tourist market in the region.

The people are the strongest fence in national defense. Fences can be jumped, pierced by explosives or digging, but the people living along the border (are the best border fence). We must ensure that they live there peacefully with the protection of their interests. We must not underestimate these issues. I would like to reiterate that you should be careful in your thought. You can access the documents on the website of the Ministry of Commerce to find out if there is anything about cutting land for Vietnam or about ceding natural resources of Cambodia as common property with other countries? Ther is none.

We only have agreements regarding trade, services, connectivity, socio-economic issues, and so on. Dear brothers (and sisters,) incitement from outside has been quite perfidious, but, as they are living in the country, the people should not be deceived. I urge you not to cross the red line leading (action) to overthrow as has been appealed by the outlaw rebels for the past few days. Having done so will force the government to take the necessary measures to prevent anarchy that would cause social unrest. The government has no choice. The remaining options are to protect the peace, political stability and lives of the people. We dare to do everything at any cost to ensure that the people live in peace, political stability, and continue to make efforts to rebuild the economy that is affected by external factors.

I seek that you remember and remind yourself (of the above facts). As for those active in this (social media) group, you have made yourselves recognized targets. You should not have miscalculated that the Royal Government knows nothing about you. I sat listening and and reading all of your messages. (I have noted that) messages (from users outside the countries) have been inciting those inside the country to accept a catastrophe that is difficult to salvage. This is not a threat. It is a clear statement about the interests of the nation and the people. We can not allow a few people to destroy the peace of more than 17 million people.

[16] Some people have seen what happened in Bangladesh and compared it to Cambodia. They may give it a try. If you consider yourself to be strong, you may give it a try, and those abroad could come and command the movement for this overthrow event. Other than demonstrationg, dare you do this? […] that they organize demonstrations in Korea, Japan, the United States or anywhere abroad are issue of the people living abroad. However, those inside the country would be the ones who suffer the consequences. I am not threatening you. But, government in whatever country it maybe, will take necessary actions. For example, the riots in Britain (at the moment) were suppressed by the British armed forces, or the armed police. would the Cambodian government be willing to let the situation go out of control?

Some have even threatened that it is about time for Hun Sen. I have heard this word since the 1980s as a threat from the Khmer Rouge. In the 1990s, I also heard this voice again and again […] in the last few days, I have heard this voice again. You should have visualized the resilience, the standing and the support of the people for the pitiful land with my leadership as well as that of the current government. Hun Sen has not lost his power totally. Hun Sen remains in power in the legislature as well as the CPP to be accountable for its citizens, for/with whom I have promised to protect peace, political stability and peace. The Royal Government will take all measures to maintain the peace and life of the people.

[17] I have talked a lot. I hope you all listen to me and do not delete (these clips). To avoid deleting in your group, I will transfer these clips to my Telegram account as well to avoid any fraudulent editing of my voice. I urge you who have not thought it through to reconsider.

[18] Let me add that we have to make a clear distinction between joint/collective development and cooperation. We have not put the four provinces into joint/collective development, and no one in the world has ever done that. We do it at the level of cooperation. We did not include our four provinces as common property in the DTA. Our land develops with our money. We seek foreign aid and loans to develop our land. Vietnam and Laos are doing the same on their parts. They seek financial support to develop on their lands. They go look for help and loans from other countries. Generally speaking, there is no sharing (of territory) here. That is the first point that needs to be clarified.

Each country enforces its own laws and cannot allow people to cross the border illegally. We have cooperation (agreement that people from) Laos and Vietnam are able to travel to Cambodia. We can also travel to Vietnam with mutual consent and mutual procedures, with written consent, which you can visit on the website of the Ministry of Commerce. These are what you can understand from the various points that we are going to take.

[19] Our brothers (and sisters) have demanded the removal of the four provinces from the DTA cooperation. I have already said that there is no joint/collective development, but there is cooperation. If there is a cooperation, should we put guns on each other every day between Cambodia and Vietnam, between Cambodia and Laos? We must have good neighborly friendship and work hard to finish mounting the border posts as we have been doing, and there remains 16 percent more to do. We must develop our territory so that our people can protect their land, their property along the border. That is the real strength of our border guards.

[20] You have demanded (the construction of) a fence. I have confirmed already. How many fences are there in the world? […] if we have the money to build a fence, we should (take that money) to build good roads along the border, both the border roads and the trade route, build schools, hospitals, good houses for people living along the border. That’s more righteous. We should work to increase production and cooperation to export to Vietnam, which has a population of over 100 million, and to Laos. Even though Laos has a smaller population, it is still a market nearby to us. We produce well to export to Thailand, which has a population of about 70 million and is also one of our markets. This is how development works.

We need to turn the borderline into a border of peace, friendship, cooperation and development, rather than fighting like in the 1960s and 1970s, when people could not settle at the border. Now, our people are farming at the border and there are even tourism and casino services in the border areas. Would you like to make them run again or let them live (peacefully and develop)? Some of the people who participated in the protests abroad also have relatives living in the country and/or near the border. Would you like them to displace again, abandon their homes and land again, like the war of 1970 to 1975 and from 1975 to 1979?

[21] We must work harder to clear/destroy landmines and unexploded ordnance in the populated border areas. Some lied in daylight that there were no mines, no unexploded ordnance, in the DTA. This is a stupid thing that is hard to understand. It was James Sok who said this. Did he know that during the period of the first US bombing (in Cambodia) was at Dak Dam and later from B52 aircraft, they dropped napalm and cluster bombs. We have proceeded with caution (regarding infrastructural development in the area). For the present infrastructural projects, before we are building roads, we have to clear mines and unexploded ordnance.

Along national road 7 from the Lao border down to Kratie province, we have to clear mines along the road and the distance up to 600 meters from the road on each side. We found a lot of landmines and unexploded ordnance. During the Pol Pot era, there were many mines along the border. Not only at the border, but also in the whole Cambodian territory, we have to spend the capital to clear the remaining mines. Each road and bridge construction site has to undergo demining. To build the Neak Leung (Tsubasa) Bridge, we dived to get the UXOs out of the Mekong River before the Japanese started the construction. Even as Japan started, we still had to have divers continue to search for landmines to prevent accidental danger to the bridge construction site.

[22] Now all of you in the “United for the Nation” (social media) group, I am calling on all of you once again to please give up the idea of accepting evil incitement from those who want to overthrow (the legitimate government). The word “overthrow” outside the democratic process is tantamount to a coup. Thus, the government cannot tolerate it. We must act to protect the legitimate government born of elections. Any action that is unconstitutional needs to be dealt with in accordance with the laws of the country. You can insult me, or insult the more than 17 million people in the country, but you must not forget that your insults will become a punishment for youselves. I was not threatening. I just remind you to stop the demonstration plan and call on the armed forces to turn the gun at overthrowing the government.

Those in the “United for the Nation” (social media) group should have stopped too. If you (are to continue and) are arrested or brought to trial, you may have to accept your fate. At this time, in addition to those who have already been arrested, those who have not yet been arrested, we will exercise forgiveness if they withdraw and stop joining the “United for the Nation” group […] we have recorded their audio messages and I have them in my phone. I forwarded to another location where they cannot delete them. I am not the only one to have done so. The competent officials also did what I did. They have and identify whose voice and whose writing.

Those of you who seek to overthrow the Royal Government may note that the Royal Government has an obligation to protect its legitimacy and the people. I beseech the nieces and nephews to listen to my explanation. If you still do not have a good understanding, you can ask a question on that particular point for clarification. The important thing is, however, to check the documents. This is not the era when you had to travel to the Ministry of Commerce (to find documents). If you visit the website of the Ministry of Commerce, you can see everything there – the 11 statements of the summits and the agreements, and the aide memoires. Do not be deceived by those who seek power outside of democracy and beyond the framework of the Constitution, by which there will have unpredictable consequences.

[23] Please allow me to add to this message that I am talking to those in the telegram group called “United for the Nation”, which in the past had different names and until recently uses the current name – “United for the Nation” with an aim to overthrow the government by force, including mass violence and the armed forces that they have incited. Thanks again.

Selected Comments of Samdech Thipadei Hun Manet, Development of the triangle area causes no loss of territory or national sovereignty https://pressocm.gov.kh/en/archives/101096 https://pressocm.gov.kh/en/archives/101096#respond Fri, 02 Aug 2024 11:36:32 +0000 https://pressocm.gov.kh/?p=101096

CMF:

(5) Development of the triangle area causes no loss of territory or national sovereignty

My last topic is CLV-DTA (Cambodia-Laos-Vietnam – Development Triangle Area) […] it is correct to have national spirit. If we do not have a national spirit, we have no nation. No one loves Khmer more than Khmer. But nationalism could be a double-edged sword. If the spirit of nationalism is used in the right direction, it will help to achieve national unity, maintain security, stability and unity, albeit peace in our country. However, if nationalism is used in a different spirit, it can lead to division. As the head of the Royal Government, I would like to explain and assure the people that the program or cooperation for the development of the triangle area will not cause the loss of our territory or national sovereignty. What can be guaranteed? My future, the future of my grandchildren is the guarantee […]

(6) The Royal Government will take action to prevent social instability

I believe that ordinary people, even those who are worried about the CLV-DTA issue, do not support this (call for unrest). They do not want the country to burn […] since we have here some foreign ambassadors, (let me clarify). If at the later stage, the Royal Government takes action by enforcing the law against those who try to set fire to the country and push for unrest in Cambodia like what is happening in Bangladesh, please do not accuse the government of being dictatorial. It does nothing but prevent instability in Cambodia, especially in Phnom Penh. We can’t let millions of people be the victims of a handful of persons […]

Cambodia had been through it. Phnom Penh had tasted how demonstrations led to violence and anarchy and how they affected business. Our economy is now in recovering state. If there is more trouble to happen, how will that affect the stomachs of our people. It will not affect just the tycoons here, but even the people who drive tricycles […] the Royal Government must prevent this situation from happening in order to protect the livelihood of the people, especially the residents of Phnom Penh […]

(7) The four DTA provinces have developed stronger in the past 25 years

Among the five Agreements for Cooperation in the Development Triangle Area (DTA), there is no agreement on border issues or land demarcation for any country or land swap […] if the neighboring country wanted the four provinces of Cambodia – let say they have planned it for 50 years, started in 1999, when the agreement came into being, there may have been some development on the ground in the last 25 years. Perhaps our country has been declining, while the people in the said provinces are getting poorer and poorer. There would not be any progress […] on the contrary, in these 25 years, we have prepared and implemented a plan gradually that obviously result in these four provinces stronger, and to take them from us would not be easy […]

The hundreds of border pillars that have been erected are a clear indication of our will to clarify where our country’s borders are, and are completely contrary to some who say that we are giving these provinces to neighboring countries. I ask you to trust us that the RGC is working on the demarcation of the border for the long-term defense and protection of our land […] the policy of the Royal Government is to encourage development to the border after we set the border posts. This is what sustainably protects the border […]

[…] We have built thousands of kilometers of roads along the east, north and west borders […] in the Kratie province area, we have completed the 78 km border ring road. In Mondulkiri, we have achieved 155 kilometers over 319 kilometers. We will continue to move forward until we realize the plan. In Ratanakkiri, we built 89 km over 220 km. We will continue the job. I have instructed in principle to Gen. Kuan Siam to continue building the road till we can travel from within our territory to the dragon-tail shape area in Ratanakkiri […] our people in Kratie, Mondulkiri, and Ratanakkiri would then be connected along the border. This is what we call a people’s national defense foundation policy […]

(8) The Cambodian population in the four northeast provinces increase from about half a million to nearly 1 million

Regarding the population […] please note that in 25 years (the number) of Cambodians […] has increased from about half a million in these four provinces to nearly 1 million people now, […] which indicates that the Royal Government never intends for the four provinces to be part of anyone country. Instead, efforts must be made to build the economic potential of our four northeastern provinces to increase growth and improve connection with and closer to the growth of other parts of Cambodia […] we have expedited programs to build villages along the border in the east, north, west, roads, houses for our veterans and government officials, and distributed tens of thousands of hectares of land to people in the villages and communes that we have established along the border. We will continue this mechanism so that people can grow crops […] everywhere, any places where we have never been reaching before, we have now built roads for the Cambodians to go and visit and the Cambodian investors can invest in the border areas to increase the economic activities, while helping protect our territory.

(9) Everyone works on the CLV-DTA agreement for the benefit of the nation

What we have done is not backtracking and there is nothing to harm the nation […] as the head of the Royal Government, I have to come forward and claim that […] what I say as a testimony […] I have seen and participated with the Royal Government, our officials, all the institutions of the Armed Forces who defend our country, and the Ministry of Commerce, who will lead responsible negotiations on various CLV meetings later this year […] if this agreement causes loss of territory, not only me and my family, all those who attend the meeting, including the technical officer negotiating the wording and their children, will be caught. Would they like themselves to be accused as such? They would not. Everyone works for the benefit of the nation. Please trust the Royal Government and our officials […]

(10) Express of opinions in a spirit of understanding and respect for each other and do not jeopardize stability and peace

You may ask if the local authority in the four provinces if they are under the Vietnamese authority or implementing the Vietnamese law. All villages, communes, districts, both old and newly established, are under the Cambodian authorities, governed by Cambodian officials and law. In these 25 years, nothing has changed and Cambodia will continue to rule until no one and/or no country would rule the Cambodian sovereignty […] expressing concerns is your right. Nationalism must exist. I support but do not be extremist. That the concern you may have should not lead to division. We lost because of hundreds of years of division […] as the Royal Government, we do not allow the interests of millions of people to be lost because a small number of people […] those who are concerned of the national issues, both supporters and non-supporters of the project, can express their opinions in a spirit of mutual understanding and respect, and do not overdo it to undermine the stability and peace in the country, and harm the national interest […]

(11) People should come visit and more company to invest in the Northeast

Again, if you love these four provinces, and fear that these four provinces would disappear, please come and visit these provinces as frequent as you possibly can. Do not be too lazy. Go and promote the tourism economy there […] go and help protect it, not by staging demonstrations to burn anyone or things, but to help stimulate the economy […] from Takeo province (in the south) up north, we have built hundreds of kilometers of roads to Mondulkiri and Ratanakkiri. Some roads are only 30 meters or even 10 meters from the border posts. What do we do that for? We do that for the Cambodians to drive along and see the border post there, for our villagers to farm up there. We need not spend money to build a high fence, but people, houses, plantations are the strongest fence of Cambodia […]

(12) Twisting the truth would only strengthen the RGC’s resolve to prove its purity

I instructed the military engineering team to build the road up to the dragon-tail shape land area. That point is very high […] this is an ambition. Samdech Techo has set a goal since the previous term to prepare for the construction of National Road 78.5 by 2027 […] of course, there will be other interpretations, but that is not important. The more they twisted our pure intentions, the more they give me the strength to prove that this place will aways be with us, and be the strongest. This is something that can prove the purity of the Royal Government and our officials who are involved in this work […] I have ambitions that in the future, in my retire, when I visit the four provinces, I am going to be happy to point out to my grandchildren that during my tenure as Prime Minister, I have helped issued a policy to develop this area […]./.

CNV:

(1) Suggesting a crackdown on those faking social media accounts and those distort the fact on development triangle area to face the law

[…] I am calling on the person who posted a fake picture of me, in a Facebook account, publicizing that I have sprained my shoulder and needed treatment in Singapore (which I posted in my account in 2019) […] and other Facebook users to stop immediately if they do not wish to have legal issue […] I have only one account (on social media such as) Facebook, TikTok, Instagram, X, YouTube. I do not have two or three. I suggest that a search must be carried out to crack down on this […]

Lately, there are people who have slandered the situation and even accused the Cambodian leader, especially myself as well as Prime Minister Hun Manet, of being traitors in connection with, according to what they said, “the cutting of four provinces to Vietnam.” For those in a country that distorts the fact, they will have to face with the law. Those residing abroad who incite this must also know that their incitements and manipulation will have caused their co-conspirators inside to go to jail […]

(2) The former Prime Minister’s interpretation of the establishment of the Cambodia-Laos-Vietnam development triangle will be more educational

The question is, why did the former Prime Minister come forward to explain on this issue (relating to the establishment of the Cambodia-Laos-Vietnam development triangle)? I think that my interpretation may be deeper than what the next generation would, because this work started from when I was in power and attended 11 summits from 1999. Now, we preparing for the 12th meeting that Cambodia will host after it was held in Laos. Who was the mastermind behind the development triangle of Cambodia, Laos and Vietnam, popularly known as CLV? […]

Last night I watched on YouTube (and James Sok mentioned that the development triangle was) a Vietnamese initiative proposed at a meeting in Laos in 1995. If Mr. James Sok dares to swear, even if on a dog life, he would consider a hero […] the creation of this development triangle is my initiative. During my visit to Laos, I asked the Lao side to support the idea, and His Excellency Sisavath Keobounphanh, the then Prime Minister did […] I sought the Vietnamese Prime Minister’s support to the initiative. The Prime Minister of Vietnam at that time was HE Phan Văn Khải. He too passed away. The only person who participated in the establishment of the Cambodia-Laos-Vietnam-Vietnam Triangle Development Zone mechanism left is me […]

(3) The northeastern region of Cambodia, a part of Vietnam and a part of Laos, where the three borders meet are poor

One may ask why it is necessary to create this triangle development zone. What to start with? In the northeastern region (of Cambodia), a part of Vietnam and a part of Laos, where the three borders meet are the poorest and most difficult access areas. If we talk separately about Cambodia, in the 1980s until the millennium or from the 20th century to the 21st century, especially in Ratanakkiri and Mondulkiri provinces, we traveled to and from through Vietnam […] at that time along the 5NR 78 there were on the one hand (insecurity) by the Khmer Rouge and on the other hand the bad condition of roads. We had to rely on Vietnam’s route […] some products are also exported through Vietnam […]

(4) Four factors for the three countries to launch the development triangle zone cooperation

[…] The consideration (on organizing the development triangle of Cambodia, Laos, Vietnam) stemmed from four main factors […] first, the economic connectivity required for infrastructure, roads, electricity, trade in goods, tourism, production and export by sea through Vietnam […]; secondly, consideration on security and national defense issues […]; third, provision of cooperation in the fields of education, training of human resources and health sector among the three countries […]; and fourth, management cooperation of disasters along the border, especially floods and wildfire […]

(4) The second meeting in 2002, Cambodia, Laos and Vietnam initiated the idea of including provinces in development projects

The Development Triangle Area (DTA) had its first meeting held in Vientiane, Laos, in 1999. At that time, (Prime Minister) HE Sisavath Keobounphanh chaired the meeting. I represented Cambodia, and the late Prime Minister His Excellency Phan Văn Khải represented Vietnam. The second meeting was held in 2002 in Ho Chi Minh City of the Socialist Republic of Vietnam, for which I represented the Kingdom of Cambodia, there was a new Prime Minister of Lao (PDR) and Prime Minister Phan Van Khai represented Vietnam […] the three parties agreed to include some provinces as a starting point.

The Cambodian side requested for Ratanakkiri and Stung Treng provinces in 2002 to be placed in the development project. Laos has requested to include Attapeu and Sekong provinces, and Vietnam requested for the inclusion of Kon Tum, Gia Lai and Dắk Lắk provinces – a total of seven provinces altogether. At the 2004 meeting in Siem Reap of Cambodia, for which I chaired the meeting, the Prime Minister of Vietnam Phan Văn Khải and the Prime Minister of Laos Bounnhang VORACHITH (?) came. Cambodia decided to include Mondulkiri province, Laos included Salavan province and Vietnam requested the inclusion of Dak Nông. By 2010, we agreed to include more provinces, Kratie from Cambodia, Champasak from Laos, and Binh Phước from Vietnam […]

(6) There is no agreement to integrate the territories of the three countries other than socio-economic, security and defense

This is what we agreed on. The fact that the three countries have placed these provinces in the DTA is not for the creation of a separate country or for these provinces to be a federal province as alleged today. I would share with you that we have already arrested three people (who have made false accusation) from Siem Reap. They may teach about the Paris Peace Agreement in TikTok or other social media but when they (use their speech to) provoke instability, we cannot let them go on. Let us go to court. They may find their backup documents. On our side, we will put together documents […]

In fact, regarding the establishment of the DTA, Cambodia is not the only beneficiary country. Vietnam benefits from such cooperation too. Vietnam is a country with agricultural processing techniques, while Cambodia and Laos have raw materials, such as cashew nuts, that can be sent for processing […]

Laos benefits from it too. The benefit we have from Laos is the supply of electricity to Cambodia, which has grown the Lao-Cambodian trade volume. Cambodia imports in large quantities from Laos. Cambodia exports less to Laos but buys more electricity from Laos from year to year. According to the agreement, if there are no obstacles, Laos will have to sell nearly 4,000 megawatts of electricity to Cambodia […]

Without access to sea, Laos has had difficulty in producing local salt for consumption. DTA allows Cambodia to export salt to the southern part of Laos. Laos also enjoys the benefits that Cambodia has provided since the 1980s with access to the sea via National Road 7, as it used to be, to Kratie, and then on the Mekong River […]

(7) In 26 years of development, China has provided connectivity assistance

In more than 20 years, maybe 26 years, from the beginning until now, Cambodia has developed at a rapid pace. All that has been possible because we went to China for help. In the case of Mondulkiri, it is connected by National Road 76 from Snuol district to the provincial town, and then from the provincial town of Sen Monorom to the Vietnamese border at the Dak Dam and Dak Huot point, which facilitates transportation for the people in Mondulkiri province. The NR 78 from Oyadao to Banlung – the Ratanakkiri provincial town was built with the support of the Socialist Republic of Vietnam, to the road from Banlung to Stung Treng, built with financial support from our China friends. The connection from Ratanakkiri to Mondulkiri on National Road 76 was built with financial support from the People’s Republic of China […]

(8) There should be no reduced sentence or pardon but imprisonment until the end of their term

Is there any point that is related to the exchange of sovereignty? If there is an exchange of sovereignty, why would it be necessary for the three countries to define borders among them? Such accusation (above) is an unpardonable insult. I would ask the court, if there is going to be a trial, to consider maximum punishment level. The Ministry of Justice and prisons authority should not put these people on the list of those who will have reduced sentence or pardon. They should be imprisoned until the end of their term […]

(9) Cambodia has neither Degar or Montagnard nor Kok Sar (White Egret)

Is this defamation and painting a betrayal? I would like to inform you that this agreement is different from the agreement that the traitor signed with Kok Sar (white egret – the leader of the Degar or Montagnard). Some have demanded for proof (that that politician had signed allowing the Degar to use our territories). I understand that there is no need to find other documents to confirm it. They may just look at the picture of their signing ceremony. It is interpreted as respecting the rights of indigenous peoples. However, Cambodia has never had Degar or Montagnard and its leader – Kok Sar. Cambodia has ethnic groups in Ratanakkiri, Mondulkiri, Kratie, Stung Treng and Kreung […]

It is however not necessary for Cambodia to sign an agreement with them in these provinces […] as for the document signed by the traitor with Kok Sar, you may observe that there was a separate flag for Kok Sar […] that s/he has not yet come to power, s/he dare to authorize foreigners to conduct activities on the territory Cambodia in four provinces – Ratanakkiri, Mondulkiri, Stung Treng and Kratie. Look at the backdrop of the signing ceremony, while s/he her/himself has a flag (and Kok Sar has a flag,) there was also the American flag in the center. What does that mean? […]

(10) In 2005, Japan provided US$ 20 million for small projects in DTA

The first summit was held on October 22, 1999 in Vientiane, Laos. The second meeting was held in Ho Chi Minh City, Vietnam on January 26, 2002. The third meeting held in Siem Reap, Cambodia, 2004. Let me clarify when the partnership with Japan took place […] it was during the government of Prime Minister (Junichiro) Koizumi, and we had the CLV-Japan summit along with the ASEAN Summit in Kuala Lumpur in 2005. Japan provided US$ 20 million for small projects in development triangle area […]

We have transformed area with least development into a well-developed one, and the living conditions of the people have improved significantly. For example, the per capita income per year from the beginning was only US$ 294. As of now, it has gone up to 1,300 US dollars. This has indicated an increase in Cambodia’s capacity, with internal elements as key players, together with good cooperation with (neighbors) in the triangle area, and a combination of incoming assistance from China and Japan to the area. We need to step up the pace of building the necessary infrastructure for each country […]

(11) Allow no insults to the country, HM the King, and will of the people

Overall, we do not accept any (negative) accusations of what we have done for the national interest. (Some say) it will become the Federation of Indochina, or it will be the Indochina Triangle. Some call it the (Golden Triangle) […] I would call on Prime Minister Hun Manet to urge the relevant institutions, especially the Ministry of Commerce, to release all the statements (regarding DTA) […] I do respect human rights, but for wrongdoing, even in your own country, you would not forgive. We cannot allow someone to create incitement and turmoil. (Cambodia) must be serious and thorough […]

Some have even posted demonstrations. What it means is for the Court of Appeal to increase the aggravating sentence on their agents […] I warn everyone not to insult the country, not to insult HM the King, and not to insult the will of the people. Other countries should also do the same and give value to the millions of voted […] why Cambodia cannot enforce its own laws when other countries can? I hope friends will understand. Cambodia needs peace and political stability to ensure long-term development. Cambodia will not tolerate anyone who opposes and creates unrest, chaos, and disrupts development or even leads to war […]

(12) On the NR 78.5 to the dragon-tail shape land, new economic pole and the Cambodia-Laos bridge at Tonle Lpov

I hope that the Royal Government will continue to work hard to build National Road No. 78.5 from Ratanakkiri’s […] Banlung to the dragon tail (shape land in the DTA), 166 kilometers long, 9 meters wide […] and I wanted (for the Royal Government to consider) transforming the provinces of Kratie, Stung Treng, Ratanakkiri, Mondulkiri, in the future, to be another economic pole (in the northeast), where there will be development of agroindustry and mineral resources […] which we can process cashew nut and rubber for export […] and mineral as we have been working on gold by the company from Australia, and we also have Bauxite […] In the future, since the province of Preah Vihear is bordering with Laos, maybe the Cambodian government would consider include it in the development triangle too. Hence, we have to build a bridge over the Tonle Lpov (Pumpkin River) connecting the Preah Vihear province on the Cambodian side to Laos. Cambodia and Laos may seek to get a loan from China together to build the bridge. If there is going to be such cooperation, we will need to decide at which point exactly that the bridge should be […] as China helps with the bridge financing, Laos and Cambodia would build connecting roads on their owns on their sides. Is this not a benefit? […]
